In order to determine requirements for handling identifiers, I would
prefer to work with real live data rather than being forced to blue-sky
it.  At this point, we have to produce a Working paper on Identifiers.
The problem remains that we still don't have any idea what identifiers
people use in the real world on the ISA or GS, and how they might relate
to those used within the application transaction on the NM1 and REF
segments.

I'm sure none of us is daunted by the prospect of analysis - but we have
to have *something* to analyze.  I am urging payers and large providers,
especially, to share technical details with us.  For example, tell us
what IDs you prefer to be addressed by (e.g., the NAIC) and their
values. Tell us how you identify your trading partners on the ISA and in
the application.  What Clearinghouses do you use?  What are your CH's
addressing requirements? Can you share an extract of your trading
partner file which not only includes these IDs, but basic demographics
(Provider taxonomy code, basic name, address, EDI contact, etc.)?  Can
you share your HIPAA IG companion guides, also?

C'mon, it isn't exactly a state secret to say I require providers to
address interchanges with NAIC co-code XXXXX and that I use CH A and B.
Or that I have the TIN for my providers, which if push came to shove, I
could use as the receiver ID.

None of this should be especially sensitive information, though I
respect your concern - if any - in sharing this stuff.   Please write or
call me privately so that we can discuss how any information you share
will be used in the analysis, and who would have access to it.
