No. I updated from 9.2 as you can see below.

$ rpm -qa *fglrx\*|sort
akmod-fglrx-9.2-2.fc10.x86_64
kmod-fglrx-2.6.27.15-170.2.24.fc10.x86_64-9.2-2.fc10.x86_64
kmod-fglrx-2.6.27.19-170.2.35.fc10.x86_64-9.2-2.fc10.1.x86_64
kmod-fglrx-9.2-2.fc10.1.x86_64
xorg-x11-drv-fglrx-9.2-2.fc10.x86_64
xorg-x11-drv-fglrx-devel-9.2-2.fc10.x86_64
xorg-x11-drv-fglrx-libs-9.2-2.fc10.x86_64

For now I am running the older kernel as even akmod failed to work
with the old drivers and the new kernel (at least that is what I
understood from the boot time init messages) Running on a very tight
deadline this week, otherwise would have provided you with more
detailed info.

$ rpm -qa *kernel\*|sort
kernel-2.6.27.15-170.2.24.fc10.x86_64
kernel-2.6.27.19-170.2.35.fc10.x86_64
kernel-2.6.27.21-170.2.56.fc10.x86_64
kernel-devel-2.6.27.15-170.2.24.fc10.x86_64
kernel-devel-2.6.27.19-170.2.35.fc10.x86_64
kernel-devel-2.6.27.21-170.2.56.fc10.x86_64
kernel-firmware-2.6.27.21-170.2.56.fc10.noarch
kernel-headers-2.6.27.21-170.2.56.fc10.x86_64
