I can extract the file in the new directory, but not sure what to do
with it. This might be the wrong place to ask for help on that, but I
just thought that building rpms for rpmfusion required solving similar
issues.

I'm not sure how well this will work (8.583 is a few months old if I recall
correctly) but you could try installing the 9.3 source RPM and chaging the
"Source0:" line in xorg-x11-drv-fglrx.spec to
ati-driver-installer-8.583-x86.x86_64.run and then rebuilding the driver.
