The doc set is in the ./doc subfolder, with .html files (obviously not
what you looked for :)). I think it would be a good time now to create
a ./doc/en and ./doc/jp. Do you agree? If so, you could copy over the
files and I would integrate them as soon as I have them availalbe.

I restructured the directory structure a bit in 3.19. It is now in
the ./tools directory, because it belongs to the rsyslogd tool.
