I don't know specifically about libgt and whether it actually depends on TLS, but presumably there was some reason driving the split into a separate rsyslog-gnutls package (which happened back in v3.20.2-1, in Jan 2009)... In any case, it seems like removing the separate rsyslog-gnutls package from the Adiscon PPA without cordinating with the Ubuntu repo will make it harder for people to move to the PPA and back. Also, a change of that significance should at least be mentioned in the changelog.Debian file, so that it's clear that the change is intentional (and even better would be to explain the reasons behind the change). I didn't check all the different branches, but both v8-devel in Precise and v8-stable in Trusty still seem to build the rsyslog-gnutls package (and in the manner that produces the original poster's package installation failure when the user tries to install both packages).
