Whatever directory you use to put your sqlite3.dll it must be in your path. If you want to put it in your system directories (which I do not recommend) like Windows\System32 they are already in the path. If you install Ruby with RubyInstaller's installer and selected to put it to the path you can copy sqlite3.dll into bin directory of your Ruby installation. Finally if you want to keep things clean you can always create separate directory, save sqlite3.dll there then go to Control Panel->System->Advanced System Settings->Environment variables... and add new directory to the path.
