I am sorry to report that the Don Winter who was both a manufacturer and
tremendous modeler has passed away. Unless the Don Winter you are seeking is
attached to a actual living person he will not be able to help.
Sorry about the bad news, I saw the notice of his death several years ago
in The Narrow Guage and Shortline Gazette.
