Deep Flange is High-rail
Course is the old standards that have been superseded.  Think code 100 is H0.  
The old standard was for code 124 wheels. The Deep flange stnd is code 172.

Also code 88 wheels wont work on P64 or any other Proto track.  The flanges 
wont pass the flangeway.

That 'poor profile' you mention is RP25 and the reason for my above comment.  
RP25 is a good profile but it is not true to scale.  It is designed to allow 
interchange without regard to rail contour.  P64 requires a certain rail 
contour and does not tolerate any wheel but P64. If a 'better' wheel profile 
was specked in RP25 you would not be able to mix wheels as you do now.
