Without going into my reference material, I'll give you what I can remember. Bear in mind, I may not be completely right.
The Pul-mor feature was added by Gilbert in order to increase the pulling power of locos. This was basically a marketing thing to do a one up on Lionel. It mainly consisted of the rubber bands on the drive wheels. It did increase pulling power, especially up grades. Lionel did, in fact, use the term Magna-traction for their means to increase the traction. Too bad the locos couldn't just use operating sanders like the prototypes. After Lionel bought the rights to the Gilbert name and patents, they started using the Pul-mor terminology on their locos. Someone let me know if I goofed anywhere here.
