Kudos to Jerry Hiett for the most coherent answer. I would only add that when two buyers decide to each bid on separate items so as to not conflict, that is not bid rigging. If my friend is going for the boxcar and I go for the tanker, it's still an open market between us and the rest of the bidders.
However, I don't mind mixing it up in an auction against friends. Later, I may be able to trade him something for the piece he won! Think of it like lawyers in court. Outside, they can be the best of friends, but in court they are adversaries and do their best to outwit each other. (This is only an example, please lets not go down a lawyer thread now.)
