DAMHIKT: OKAY: If you insist on using sandpaper, use only a high-grade paper -- the 3- or 4-digit grits used in the very final stages of auto body work. Put a drop of oil to moisten, but don't soak.
BETTER: Use 0000 [white] synthetic sandpaper blocks (looks like a synthetic kitchen scrubbing pad) and gently stroke along the rails. These are available in woodworking shops and sometimes in the paint section of the Big Boxes like Home Depot and Lowes. Requires a bit more Elbow Grease [doesn't Chris Zizzo sell that, too? ;-) ] If your "rusty" or beat-up track is so far gone the top of the rails are pitted, forget trying to save it. It'll kill plastic wheels over time. Use circles of it for picture frames on the walls of your train room.
