Ok, Josh and I did debug this together in IRC:

a) Do not drag the the folder out of the dmg image. Use the shell and
do a "cp -R -P /Volumes/sage-2.9.2-OSX10.4-intel-i386-Darwin/sage ."
from the location where you want to install to. Adjust the name of the
Volume as needed.
b) OSX 10.4 intel is missing libintl.3.dylib. We opened a ticket for
that so it doesn't happen again. Get it at
http://sagemath.org/SAGEbin/apple_osx/intel/10.4-extra_files/libintl.3.dylib
