+1, but some comments:

1) It is a must have to be able to contact the author of the report.
Often, the problems are too vague and if there are questions but no
possiblity for feedback, this just hurts (takes time). Therefore, I
think the sage-support list is the best place.

2) The sage-support site has a form page: 
http://groups.google.com/group/sage-support/post
- you just need to be part of the list! (e.g. e-mails from someone who
has not participated are ignore due to spam and there is no time to
read through all the spam to pick the interesting ones)

3) So, maybe more explanations about how to submit questions and
bugreports are already enough? And also the reasons why it needs
someones feedback.

4) There is also the possiblity to open trac for more users, but I
think this makes it too cluttered. Trac should stay somewhat
"internal" whereas sage-support/-devel is more "external" - in my
opinion.
