I can't say I understand this fully, but from what I gather the philosophy in the Linux world is that a 64-bit system should be, as much as possible, purely 64-bit. There are some exceptions to allow for using software and libraries that are binary-only (mostly non-free stuff, e.g. skype) and that exist only as 32-bit. But if you have the source for your favorite program and you build it yourself, it is likely to build in 64-bit.
