I interpreted this as a claim that all code in Sage could be released under the GPL v2. Reading http://www.gnu.org/licenses/gpl-faq.html#WhatIsCompatible it is clear this was a mis-interpretation.
I also think that the fact that the sentence quoted above is irrelevant, since compatibility is not transitive: you could have A and B compatible, A and C compatible, but not B and C compatible.
