Not to mention that the addition of terms under Section 7 of GPLv3 amounts to a license change ("shall be treated as though they were included in this License"), and possibly requires the consent of all SageMath contributors. Which, by the way, is why OpenSSL has not actually relicensed. Some of the contributors said "no," and that's the last I heard about it.
