We don't have to wait if we require it to be installed on the system.

"Wait for OpenSSL to relicense" is a bad option because they will
probably never relicense -- even if they ultimately change their LICENSE
file, the process by which they've done it is extremely dubious, and
several copyright holders are on record withholding permission to do so.

"Include it anyway" is a bad option because we've just announced to the
world that we're going to commit (willful) copyright infringement.
