If the fTP server is running on NT and you have netbios access (and enough
rights) you can use the service check.
For most FTP servers you can use the SNMP monitoring (most FTP server do
have an SNMP interface).
Or you could "just" use the FTP TCP check (connects to the port and waits
for the correct RFC return).
(or write an external check for it).
