I had installed the Oracle 9i client on the server, but that was not sufficient. It worked after I installed: Oracle Windows Interfaces 9.2.0.1.0 Oracle Call Interfaces 9.2.0.1.0 I don't know if both are required, but it works fine now. Installing them as the user running the service might help. If you try to add a new one running as a service it complains about missing OLE libraries.
