Isn't that already something you can do with the ALERTS?
You can have several alerts per entry and each alert can have its own WHEN rule
and ofcourse its WHAT (mail/pager/... and also the recipient can be different).

Built in escalation process would be cool
Example:
- if server down do normal notifications (email dispatch or whatever)
- If server down x number of checks/minutes/hours/days/whatever send
email/page to mangement/senior tech(s)
