In theory, the server should notify the client that a change has occurred on the folder being viewed and then the client refreshes as opposed to a constant refresh going on. If you look in the smb.conf documentation, the change notify setting defaults to every 60 seconds. You could move it out further to lower the impact on the server. You can also shut if off altogether by setting it to zero.

As a user I don't mind this at all. I have no problem hitting the F5 key on
my keyboard if I have an explorer window open for an extended period
of time.

As a sysadmin I prefer not wasting server and network bandwidth
continuously monitoring every folder that every user has open in explorer.
And also none of my users have ever complained about this functionality.
They know about it and have no problem with it either.
