Make sure that the ports needed are forwarded through your router. If you don't have a router and you have a public IP address then make sure that your ISP is not blocking port 80, or whatever port you set the server to. Make sure the Windows Firewall and any other firewall is turned off, or set to allow the necessary ports.
And about the monk.de. You would have to register that DNS name. And then set up some NS (nameservers) records to point to your static IP address that the web server is running on. In most cases you would want at least 2 name servers. Both of which have to have a static IP address. There are alternatives to what I said above, in the event that you don't have or want a static ip, if you want info about them go to no-ip.com or ask here. Private addresses are 192.168.x.x, 10.x.x.x, 172.x.x.x, 169.254.x.x, I can't remember the actual 172 range, not all of the addresses starting in 172 are private.
