1. assuming you are behind a firewall of some type, you'd have to open port 80 to your 
machine.
Then ppl will be able to reach you with you IP address.

2. if you want to use a domain, you'll need to register a name, get DNS entry for that 
domain in a DNS server (either your ISP , a dynamic DNS service if you don't have a 
fixed IP address or some friend who will host your domain on his DNS if you have a 
fixed IP)

as far as I know, a T-DSL account doesn't provide a fixed IP so a dyndns service will 
be the best way to go (http://www.dyndns.org)
