And the number of rbl matches have an effect on the percent I would think. Am I correct here Danny? Are these you listed Danny all free?

I'm getting desperate for spam relief.  I get about 200-250 a day in my
webmaster account and many of my long time users are too.  Any help I could
get would be greatly appreciated!

Paul, Have you configured the RBL. This will help out a lot with spam in that it would reject known spammer IP addreses before examining the content of the email. I would use your spam filters to handle what is left that gets past RBL. Typically I have seen that RBL will get rid of 80-90% of the spam. As for a good spam filter I think James had a pretty nice(and funny) one he posted a while back..
