I think the problem lies here: <merchantCPCID>merchand id received from Canada Post</merchantCPCID>. I'm pretty sure you are supposed have a valid merchant ID in those tags. For example: CPC_DEMO_XML.
Double check your Site Settings; the Shipping Settings and Canada Post Shipping Settings in particular.
