You dont have to bother with the stuff in utils.php, unless there's a bug it
will do anything necessary.
How dates are used is of general scope. If in some place you really think it
should be local and is not, fill a bug report. But so far, the system is
supposed to behave properly in this regard.
Translating should not require any changes in utils.php.
