Hello, just a note to say that I've also been unable to access savannah.gnu.org since a few days ago. I haven't had any frozen screens or anything unusual happening on my side. I'm pretty sure my IP has been blocked because I can access with Tor.
It's not clear to me who is managing this IP thing for Savannah, or why it's being done, since the website seemed to be working fine for me lately, but I'm sure there must be a good reason. Since Tor can be quite slow, I'd like to regain access through my usual browser. I think I'll contact sysadmins directly to avoid IP broadcasting.
