Copying and distribution of this file ... are permitted ...
provided the copyright notice and this notice are preserved.
...and at the same time it has no copyright notice.
Probably I should have referred to
//savannah.gnu.org/maintenance/ValidNotices; on the other hand, you've read
the Information for maintainers of GNU software, and it explains the issue at
length.
By the way, the Git records suggest that the file was initially written by a
different person. How did you take that into account when you added the
license notice?
