Follow-up Comment #1:
Files like doc/css/manual.css say they are under GPLv3+, and a copy of GPLv3
should come with them, however, no copy is included in the tarball. Likewise,
m4/guile-ext.m4 refers to a missing LGPLv3. Likewise, fdl.texi is missing in
doc/. Could you check such things? At last, some license notices refer to
www.gnu.org/licenses/gpl.html even when the license in question is the LGPL,
and sometimes even the out-of-date FSF's postal address is used instead; is it
possible to update those notices to the form recommended in the
[//www.gnu.org/licenses/gpl-howto.html GPL HowTo]? (I would also suggest using
that form in LICENSE. It's carefully written by lawyers to avoid possible
misunderstandings.)
