Sorry, it was doc/css/manual.css~; but there are also build_aux/texinfo.tex
&c.

And of course a copy of GPLv3 since it's part of LGPLv3, didn't you?

Unfortunately, I can't reproduce this.  I've just attached about 600 kbytes
long file in another tracker.  It may be related to sr #111322.
