Indeed I agree that all Scid's UI should be UTF, but this is some work 
(see all iso-8859 files in tcl/lang).
Meanwhile there is some risk in the migration process because there are 
some stuff I can't personaly check (Russian). And I am afraid that some 
files in iso8859 (russian one) may already be broken.
