We must distinguish training with basic examples, say Lasker's and Vukovic's
books from a more advanced training, when we would like to train someone
according to his opening repertoire, or according to the game situation the
apprentice needs to improve.  For the latter, tactical training could be
based on structure too.  You don't practice your decoy or overburden themes
: you practice isolated pawns breakthroughs, king-side attacks with two
bishops and a rook lift, usual ploys in the Sveshnikov, whatever.

Leaving classification to the database creator is what I call a personal
solution.  As soon as we have more than one creator, you encounter big
problems.  In fact, even one creator can be unreliable : there is only one
person that classifies philosophical books in a library, yet changes her
style of classification from year to year.  If only she could stay with an
objective criteria, like with novels that are classified according the the
name of the author, it would sometimes be easier to find a book without
having to memorize the notice.  And that person would have more time
learning about freeware solutions for her bibliographic needs...

You raise an important point regarding the Vancura position.  Studying and
practicing need two different levels of "information clearance".  In fact,
what we would need for practicing is not a list of games, but a table of
chess diagrams.  Even a child could then select the exercise he wants to
solve.

So we would need to obfuscate some informations : tags, headers, etc.  We
could also need to select randomly a subset of exercises for one session.
It would even be interesting to mark the exercise already done, with an
indication as to the successful solution.  What I hate about the Tactical
Chess Server is that I am remembering the exercises, so my rating improves
just because of repetition.

[What we would need, then is some kind of case-based reasoning.  But let's
not anticipate.]
