I think this is the case, indeed. For the why: I'd pose the question 
actually the other way round. Why should Scid be a file manager? Its not 
Scids job.

Though I know that you have to endure windows explorer if you run XP and 
do not install something decent for file management, I think one should 
not make the error to include every function into a single app but keep 
to the philosophy that every app should do its own job and do that one 
perfectly instead of doing everthing "just a little bit".

I admit here, that I find the file finder pretty useless indeed, hardly 
ever opened it at all. Maybe you refer to add functions there. Instead 
I'd drop it from the code entirely as there're much more powerful file 
managers around. I do not use windows, but ROX runs on Win as well, I 
think thunar should probably work, midnight commander, well... A choice 
of free tools. I prefer the first one and to delete a db is just 
[ctrl]+[+] 'name*' [del]
