A wiki would make an excellent complement to the help file.  Here is a
nice example :

It would alleviate the burden of writing everything to a tcl file.  It
can build FAQ, user cases, tutorials, tricks, resources, etc.  In
fact, all the site can be maintained with a wiki.  If you want to keep
control on certain pages, you can authorize changes only by admins.

It should be restricted, somehow, since it could leads to edit wars,
as every software around.  Maybe only forcing collaborators to login
would suffice.

In any case, we would need an admin.
