Maybe Scintilla should check in Editor::NotifyDwelling() that it have the
focus before send out a DWELL_START.
One of the main reasons for dwell notifications is to display value tips
in debuggers without regard to currently focussed widget.
Ok, this is an important point. But the dwell happen also if the Scintilla
widget isn't visible at all (don't know if this can be validated). Maybe
some comment inside the docu is the solution so the Scintilla user is
aware of the behaviour and can adjust it.
