Ok, this is an important point. But the dwell happen also if the Scintilla widget isn't visible at all (don't know if this can be validated). Maybe some comment inside the docu is the solution so the Scintilla user is aware of the behaviour and can adjust it.
I don't think Scintilla can determine itself that it should not be firing SCN_DWELLSTART as there may be a variety of partially enabled or visible states such as having a small strip visible in a stack container. Either the container should disable dwell notifications by setting the dwell period to SC_TIME_FOREVER when entering this mode or it should check the hwndFrom or idFrom fields to see if the specific source of a SCN_DWELLSTART should be noticed. I would recommend the former if possible.
