Neil, Considering Hans' opinion it looks that using keywords -- keywords9 for tex folding is somehow not well approved. So I am back to the initial idea: can we break the limit 8 of maximal keywordset defined in Scintilla.h, say, setting #define KEYWORDSET_MAX 16 or something? I don't know the cost of this change, but if this (or better some settings specific to TeX) can be changed, then the new TeX Lexer will have no problem regarding current use of keywords etc.
