Actually in many cases it doesn't have much to do with "bench racing."  I
increased the rev limiter on my 96 for two very real problems - hitting the
rev limiter and excessive shifting on the road course.  At the 1/4 mile
track I don't go above 7k and with the raised rev limiter I never
accidentally "get too close."  On the local road course I found there were
two sections were I could hold second near redline or shift just briefly
into third.  The higher rev limiter allows me to continue accelerating in
second and not bother hitting third for all but a brief moment.

the impression he had done much (any) work to the engine.

Also the power curve doesn't say it STOPS at 6000. It may decline
depending on your engine setup (or may continue to increase if you start
modifying things). And even in decline, it could mean that the torque
multiplier of your transmission means that the wheels still see more torque
at a very high RPM than the torque at a lower RPM in a higher gear. Plus
sometimes you'd do this if you know the time penalty of the shift wasn't
worth the short duration gain of higher torque at the wheels.
