I _think_ it's because surftime ala BT* terminates your telephone call
at the local exchange, then punts your traffic down one of their pipes
to your ISP's interconnect point. Called "Grooming" apparently.

* This all gets confusing as "surftime" is also a payment to BT to allow 
non-billing of calls to G4 and G5 (depending on how much you pay) chargable
numbers.

This is how demon (thus) work - they actually carry the _call_ via their
own interconnects to their ascend / cisco boxes. They just happen to
charge calls as per G4 / G5 bands.
