The commits are in trunk only atm, they will be merged to 4.1.x when everything is there (still some ereg calls left, and support for new error levels).
Merging to 4.0 is debatable, personally I don't like merging stuff that are not bug or security issues to stable branches, especially not mature stable branches like 4.0.
