Another critical input is quality teachers training. No point in including
disabled children if teachers do not have the competence, conviction and
commitment to the Inclusion programme. This is the case in many of the

Thank you Harish for these two important points. We need to see that
minimum 3% doesn't become maximum 3% and 3% reservation should not come in
the way of the fundamental right of Free and compulsory education in an
appropriate setting conducive to all children with disability (no
restriction in terms of percentage).

[AI] Ground Zero: They don't know what darkness is by Raj Chengappa

2014-03-13 Thread avinash shahi
How beautifully written piece talks about ourselves.
Now I understood why Mr Raj has been so upbeat about reporting and
writing about blind people in particular and disabled in general.
We should certainly invite author of the book Sipra Daas to discuss
her photographic journey in the lives of blind people some day in
Delhi.
http://www.tribuneindia.com/2013/20131124/ground.htm

They don't know what darkness is
It is society that continues to remain both blind and dark about the
world of the visually impaired and their extraordinary capabilities.
Raj Chengappa

There are so many sordid happenings in the country these days that the
little good that occurs is often buried in a welter of negative news.
Among them was the President of India releasing a book titled "The
Light Within", a photo chronicle of the many visually impaired people
in our country, which I had the pleasure of introducing. The pictures
taken by Sipra Das, a journalist and former colleague, show a deep
understanding of the lives of the people who cannot see and yet
demonstrate an extraordinary ability to experience the fullness of
life shorn of self-pity, diffidence or bitterness.
Billamangal Sardar visits home in Kolkata once a year, only to be
greeted by neglect.

Among the many telling photographs in the book that I liked is that of
J. Kaul, a New Delhi teacher. While he listens to a transistor, his
wife Usha, who has also lost her sight, lovingly sews a button onto
his shirt. Kaul says that when he met Usha "it was love at first
sight", and adds, "Who says I am blind? I cannot see with my eyes but
I can see with my heart. That is something you cannot."

Then there are moving visuals of Vishal Rao, a sightless 29-year-old,
playing his flute in a boat in the backwaters of Mumbai. Vishal says
his impairment actually gives him greater powers of concentration,
which helps him pick up skills faster than most other people. Rao
says, "I enjoy beauty of all sorts, it does not matter how it is
conveyed, whether through sound, touch or smell."

Many of them like Nakul Adhikari even joke about their handicap. A
physiotherapist in Mumbai, he says with a smile, "A normal girl will
get pure love from a blind boy like me for I will never look at
another woman."

Yet, as the pictures in the book and the brief write-ups next to them
show, we as a society continue to discriminate against the visually
impaired. There is a photograph filled with poetry and pathos of
Billamangal Sardar, a 14-year-old from Kolkata, at the seashore
enjoying the feel, the smell and the sound of the sea surf. He says,
"Some people feel that I am helpless and a burden. My family and
friends have no idea what I am capable of. They think I am abnormal. I
do not react because I don't think it's worth it." There are many such
moving pictures in Sipra's book that will help you fathom the world of
the blind and no more look upon them with pity or discomfort.

I have a personal anecdote that helped me understand their world
better. I met a visually impaired couple in Agra while visiting Taj
Mahal in the mid-Eighties. The irony of the situation struck me as
they went around touching what is the world's most beautiful monument
of love.

On the return journey to Delhi, we were seated in the same railway
compartment and I struck up a conversation with them. When we alighted
I offered them a lift home and was surprised when after a few minutes
the man scolded the taxi driver for taking a wrong turn. I asked him
how he knew that, and he said he had memorised the number of turns to
his house and the time taken before each so that no taxi driver could
cheat him.

I was impressed and after that spent days with them understanding
their life. They lived in a government accommodation in Delhi with two
children, both with normal vision. He worked as a teacher in a music
school and knew the road to it by feel and sound. He knew he was
walking in an open area by listening to the way the birds flapped
their wings - if they flew freely it meant there was no building
obstructing flight. He told me that at night when he slept he dreamt
only "in words". For me, the most memorable statement was when I asked
him whether he knew what light was. He said: "I don't know what
darkness is."

The visually impaired do not live a life of darkness - they shine, as
the title of Sipra's book says, with the light within. It is society
that continues to remain both blind and dark about their world and
their extraordinary capabilities. We need to dispel the darkness that
shrouds our attitude towards them and work towards changing the
misperceptions that we have about the abilities of the visually
impaired.

Dear Mohit,

The link is working absolutely fine. I am guessing you are on IE 9

Dear friends,

I need to stay in Banglore for about ten days. I'll be traveling from
home to office every day (Kundanahalli gate to Banshankari). Is it
possible to get a cab service with the same driver for all the days.
Since I'm not familiar with the city, It'll be difficult to explain
the address and route to the new driver. Any help in this regard
would be appreciated.

Subject: [AI] Need your urgent views on implementing reservation provisions for
RTE

A matter bearing Number W.P.(C) 1225/2014 titled Pramod Arora Vs. UOI &
Ors. is pending in the High Court of Delhi regarding Admission of Children
with Disabilities in Schools in Delhi particularly under the Right to
Education Act. This includes the 75% paid +25% (freeship quota for
disadvantaged) to be respected by Private schools under the RTE Act.

When there are more number of students before the private schools (mostly
the number is more than the vacancies in the schools) there is a draw of
lots among the eligible students - in both the 25% reserved categories and
75% general paid categories. The Govt. refunds certain portion of the fee
etc to the private schools for those admitted under the 25% quota in the
private schools.

Now in this draw of lots the situation is that many disabled children get
left out - due to direct and indirect discrimination and sometimes due to
just the system in place. The Act provides for free and compulsory
education for the disabled children up to the age of 18 years and 14 years
for non-disabled children.

I solicit your urgent views on how to ensure maximum children with
disabilities could be admitted in not only government but also private
schools with appropriate environment conducive to them. Also the manner of
effecting reservation in education in light of PWD Act.

I need the views by 1 PM tomorrow i.e. by 14 March 2014

[AI] Guard My Angel, mobile app adapted for visually impaired people -

2014-03-13 Thread Shireen Irani
do we know about this app??
sorry if this has already been posted, and for my previous ignorance if at all.

Guard My Angel mobile app adapted to visually impaired people -
Guard My Angel is a free mobile application which enhances people's
security and safety. In case of any personal emergency, the app
automatically sends alerts to pre-selected contacts, and directs them
to the user's exact location utilizing "live" maps. Help is on the
way!

My guardian angle website link
http://www.prlog.org/11967532-guard-my-angel-mobile-app-adapted-to-visually-impaired-people.html

How does it work? Whenever and wherever there is a need for enhanced
security, the user can start an event by setting a timer for the
event's duration.
After pressing the "Watch over me!" button, a countdown starts. The
user can press the "I'm OK" button at any time stopping the countdown.
In case of emergency,
and once the countdown reaches zero, the app automatically sends
various alerts (e.g., SMS, emails, Facebook notifications, etc.) to
the contacts, notifying
them of the user's need for help including the user's exact location
on a continuously updating "live" map.

Furthermore, the user can also press a special SOS button at any time
to activate an immediate alarm.

"We received very strong and helpful feedback from blind and
vision-impaired people who feel that Guard My Angel can be a great
tool for them", said Amir
Cohen, Cayo-Tech's CEO. "We are proud to provide enhanced
accessibility support for the relevant users and enhance the security
and safety of numerous
people around the world".

Guard My Angel can also automatically detect unforeseen emergencies
(e.g., car accidents) and respond with alarms and requests for
assistance.

The application is available for Android on Google play -
http://play.google.com/store/apps/details?id=com.guardmya...,
and for iPhones on the AppStore -
http://itunes.apple.com/app/guard-my-angel/id541879050?mt=8

Dear Gujarati Friends,

Today the latest NVDA version 2014.1 is out. I just downloaded and installed it
on my computer. The good news for the Gujarati people is that it has Gujarati
language support built-in. I immediately tested it and I can say that it
pleased me with various voices. Now, we will not have install additional TTS
for Gujarati. Please download, install and enjoy.
But, please, remember that the foundation stone for support for Gujarati
language was laid by none other than our dear Mr Him Prasad Gautam from Nepal.
He made the first ever Gujarati TTS engine for us. Hat's off to him.

Apologies if you have already seen this, this was brought to my attention by
Smiti Bhatia last night

http://www.dgca.nic.in/cars/d3m-m1.pdf

Prima facie I see many many inconsistencies with what was proposed, and despite
various assurances, especially on the issue of the use and checking of
prosthetic limbs, have not been fulfilled.

I'll try putting out a detailed note as soon as possible.

[AI] Need your urgent views on implementing reservation provisions for RTE

2014-03-13 Thread SC Vashishth

The Govt. refunds certain portion of the fee
etc to the private schools for those admitted under the 25% quota in the
private schools.

Re: [AI] Experience of scanning through openbook & Lex

2014-03-13 Thread Mohib Anwar Rafel
Dear Sakshi, thank you very much for this behindhand information to
me. I check the version of Lex that I m using, it is Lex 1.1.1. Your's
is defenitly updated one! I am happy that in latest version the book
can be directly scanned into above mentioned formats. What I do
presently, I have to scan the book necessarily in vision aid format,
and then export to pdf, and to retain image layout, I convert this pdf
document through fine reader into tiff image format then finally
recognise through kurzweil. I will defenitly upgrade my software.
Meanwhile can you tell me should I contact to sparsh products for
upgradation of the software, or shall I get it on their website?

Author: Joanne Matisonn (FCIS and ICSA Director)
Edited by Phil Armstrong (FCIS, ICSA Past President and Director)

Introduction

Following the recommendations contained in the first King Report on
Corporate Governance in 1994, the Companies Act was amended in 1999
providing for the mandatory appointment of company secretaries in
public companies. It is good practice for large private companies to
also consider appointing a suitably qualified company secretary to
ensure that the board and directors fulfil their statutory
requirements and to meet the demanding standards of corporate
governance now required of companies.

The person appointed to this position must, in the opinion of the
directors, have the requisite knowledge and experience to carry out
the duties of a company secretary of a public company. The duties are
both extremely broad in scope and onerous. In particular, Section
268G(b) requires that the company secretary must make the directors
aware of all relevant laws and regulations and to report any failure
to comply. Compliance with this is extremely difficult due to the
scope of this requirement and the evolving nature of our legal system
and the many accompanying regulations. The company secretary should
endeavour to devise a system to meet this onerous obligation, such as
taking responsibility for certain areas of the law which relate to
his/her expertise and relying on the legal department and/or outside
lawyers for other specialised expertise and support.

Duties

The duties of a company secretary may vary from one company to another
but are broadly divided into responsibilities to the board, the
company and shareowners and relevant stakeholders.

The Board

The appointment of the company secretary should be a matter for the
board as a whole and his/her removal should be a decision of the
board. If the board decides to remove the company secretary, the
company secretary is entitled to include a replying statement in the
company's annual report.

The company secretary should be subject to a fit and proper test in
line with that required of directors. It is incumbent on the board to
empower the company secretary with the necessary authority and support
to enable him/her to carry out their duties effectively.

The company secretary must provide directors with guidance in their
duties, responsibilities and powers and make directors aware of all
laws and regulations relevant to the company. This should include
advice on business ethics and good governance. The company secretary
should remain abreast of developments in corporate governance and is
pivotal to ensuring that the directors adhere to the highest
governance standards as detailed in the second King Report ("King
II"). The company secretary should also monitor international
developments on corporate governance and bring these to the board's
attention where they would add value.

The company secretary is closely involved in preparing the schedule of
board and committee meetings for the year. The company secretary
prepares the agendas for these meetings in conjunction with the
chairperson and key executives. The company secretary should ensure
that information is dispatched timeously to all directors to enable
them to prepare adequately for these meetings. The company secretary
takes the minutes of these meetings and should ensure that they are
distributed as soon as possible thereafter to aid directors in
implementing the decisions.

The company secretary should ensure that the board's policies and
instructions are communicated to the relevant persons in the company
and that pertinent issues from management are referred back to the
board where appropriate. It is important for the company secretary to
develop a confident relationship with the chairperson, and to assist
the chairperson in formulating priorities in the board agenda for
consideration by the board.

The company secretary should play a key role in the induction process
of new directors, encompassing both directors' duties and
responsibilities in general and specific matters pertaining to the
company itself and the industry in which it operates. The company
secretary should provide new directors with an information pack
relating to these issues. Visits to major operations and meetings with
key executives can be useful for directors to familiarise themselves
with the business.

Re: [AI] Jaws 14 problem

2014-03-13 Thread Amar Jain
Eki Bhaiya,

All interesting problems happen with you only! Anyways, which build of
Jaws you are using? And is it just the Jaws which is getting muted or
the system volume itself? Have you repaired the Jaws? Have you made
sure that the window is maximised when you are working in the
dialogue?

[AI] Book Review: Disability politics and theory By Roddy Slor

2014-03-13 Thread avinash shahi
Seems to me worth-reading How can I grab a copy at the earliest?
Disability & Society Volume 29, Issue 2, 2014

http://www.tandfonline.com/doi/full/10.1080/09687599.2013.864854
Disability Politics and Theory is billed as an accessible introduction
to Disability Studies. While the book fulfils this job description
more than adequately, I am less sure that it lives up to the promise
of its title.
The first chapters provide a compact and well-researched summary of
the debates around eugenics, charity and medicine. In treating each as
a specific 'model' of disability, Withers provides some historical
background to its modern understanding, which for her is rooted in
'the advent of eugenics' (3). Advocates of these models see curing,
reducing or eliminating individual impairments as the main aim.
This brings the discussion to the pioneering distinction between
disability and impairment, made by a small group of socialist
disability activists almost 40 years ago. As subsequently developed by
Michael Oliver, the new 'social model of disability' became the
founding principle of disability studies. Withers contrasts the
former's emphasis on the need for social change with the 'rights
model', which 'focuses on getting disabled people access to society
and changing it only as much as is necessary to secure their desired
rights' (82). This self-limiting approach, leaving 'oppressive
structures intact ... [means that] rights will only ever take a
particular group so far' (86).
Withers details the declining influence of the social model in recent
years in favour of identity-based or more mainstream perspectives.
Having found the rights model wanting, she then goes on to reject the
social model on three grounds.
Firstly, she argues that 'social modelists' obsession with
participation in paid employment (ie participation within the
capitalist system) works to legitimise capitalism rather than
undermine it' (90). However, her later statement that 'one of the
primary reasons we have been, and continue to be categorised as
disabled is because we are considered to be unproductive or
under-productive in the capitalist system' (108) contradicts this
claim.
The social model's first critics, Withers observes, rejected its
contention that modern disability was the product of industrial
capitalism. Vic Finkelstein's original analysis, explaining how the
Industrial Revolution marginalised disabled people in a new and
systematic way, is not mentioned here. But if capitalist society bears
a 'primary' responsibility for high unemployment rates among disabled
people, this at least implies the possibility of labour based on
production for a purpose other than profit.
Second, Withers argues that 'impairment is socially constructed and
imposed upon us, just as disability is' (5), and that the social model
fails to 'talk about impairment beyond defining it separately from
disability' (90). This is surely correct. Much of the world's
blindness, for example, is due to polluted water supplies. But
impairment is a wide and highly heterogeneous spectrum, from
conditions that are relatively benign to those that are debilitating
and even fatal. Contrary to Withers' view, there often can be a
biological element to it. To describe some forms of pain, for example,
as 'socially constructed' does not mean painkillers must therefore be
useless.
Third, Withers emphasises the role of intersectionality in explaining
the marginalisation of disabled people. She writes that multiple
oppressions are intertwined and so cannot be dealt with separately,
but in my view she weakens her argument by excluding any discussion of
social and economic class. She also contends that the social model is
'blind to other forms of oppression ... [and so] helps to perpetuate the
oppression of disabled people' (5). This last and highly contentious
point is not developed, but it is surely of central importance. In
what way can 'models' developed in opposition to disability oppression
be synonymous with and equivalent to ideas that justify and perpetuate
that oppression? Should we on this basis accord equal weight to racist
and anti-racist ideas, to misogynist and anti-sexist arguments?
Withers criticises Michael Oliver's contention that there are
basically two models of disability - the individual and the social -
but then concedes that other models, like the six discussed here,
often overlap or 'bleed into each other' (3). So in comparing the
rights and social models, Withers rightly says that the struggle for
reforms need not be counterposed to that for wider and more
fundamental change. Her prescription to take the disability movement
forward is a fresh 'radical model' of disability, the thrust of which
is to promote alliances with other oppressed groups, as well as to try
to overcome internal divisions. Scattered references to
anti-capitalism aside, however, there is little else about this new
model that is really new.
Twenty years ago, the disability movement led to the estab

Re: [AI] Want to buy a musical keyboard

2014-03-13 Thread Shireen Irani
hi,

1st, please note, that all fully professional key-bords are priced
above 5. so the range u are looking at, are the semi-professional
ones, which are also not bad, but it all depends on your requirements
and what is your idea of professional.
if you want it for bolliwood live shows, then yes, the roland e09 is
quite good, and u could also look at the corg P A 50.
if u want 1 for programming, or western music, then you will have to
invest a bit more.
its best to go to a show room that has all varieties, and c what suits
your needs best.

if you want, once you have done that and narrowed down to 2 or 3
keybords, then you could perhaps write to me off list, and i'll help u
select the best from them.

hope that helps,
best,
shireen.

Re: [AI] Experience of scanning through openbook & Lex

2014-03-13 Thread Amar Jain
Openbook will never work with any other camera device (unless FS
changes that policy) is because when it looks for the connected device
as a camera, it only looks for Pearl which is separately listed in
Device Manager unlike others.

I saw Lex personally, and I can happily recommend it because the
hardware is also nicely made, and software is reasonablly good, packed
with all essential features you need. Use Fine Reader as OCR it is so
far the best especially for people like us for reading legal
materials. But if you need help with Openbook, let me know anytime.
