Justice Zakeria Mohammed Yacoob Zak Yacoob has been blind from infancy ‐age of 16 months and studied at the Arthur Blaxall school for Blind in Durban. He completed a BA at Salisbury Island and an LLB at the then University of Durban‐Westville at end of 1972 and practiced at the then Natal Bar, as a junior counsel until 1991and senior counsel until 31 January 1998. He served as a member of the Society of Advocates of Natal for several years. During his years of practice as both junior and senior counsel, he ran a significant and diverse commercial and general legal practice in addition to which he was engaged in community activities, defended political prisoners charged under unjust apartheid laws, did cases to help victims of detention, house arrest and other restrictive orders. In 1981 he became a member of the executive of the Natal Indian Congress, in which capacity he organised and took part in protests, produced and distributed publicity material and organized and addressed many anti‐apartheid mass meetings. As a member of the executive of the Durban Detainees’ Support Committee, He was involved in helping to ameliorate the conditions under which detainees were held and in organizing workshops, meetings and conferences to expose the evils of detention without trial. He belonged to the Democratic Lawyers Association from 1979 to 1984, was a member of the UDF’s Natal executive, heavily involved in a campaign against the tricameral parliament from 1983 to 1985. He was a member of the underground structures of the ANC since his student days until the first Democratic election in 1994. Yacoob was a member of the negotiation process and in particular a member of the committee responsible for the finalization of the Bill of Rights in the Interim Constitution. He was a member of the IEC that was responsible for S. Africa's first democratic election in 1994 and a member of the Independent Panel of Experts that advised the Constitutional Assembly in finalising the Constitution; and involved in advising local‐government bodies, the National Land Committee and the Department of Finance in the relation to relevant provisions in the drafting of the final constitution. He attended dozens of international conferences and workshops largely on human and socioeconomic rights and on topics as varied as blindness, children and democracy. Since 1998, Zak Yacoob has been a Justice on the Constitutional Court of South Africa, until January 2013. He is well known in national and international legal circles for his contribution to the socio‐economic rights jurisprudence of our country. Yacoob has received 2 honorary doctorates in law from University of Fort Hare and UKZN. He received the 2013 Felicia and Sydney Kentridge Award for Service to the Law in Southern Africa after his retirement. He has taught at International Law Schools in Seattle, Melbourne, Maryland and has regularly taught Constitutional law in the joint programme between The Howard Law School, Washington and the University of the W Cape. Since his retirement he has: a. delivered papers and talks in Canada and in S.Africa on various topics and as a guest of various institution; has just returned from Tokyo where he presented at the International Bar Association b. ran an enquiry for the Minister of Finance into the conduct of the then commissioner of the SA Revenue Services; c. recently participated in an enquiry in London as part of a 3 commissioners panel of eminent retired judges into the plight of the Cuban Five and d. is involved in various voluntary activities such as: ongoing judicial education; participating in the work of NADEL, the LRC and Equal Education serving on boards of civil society organisations like Section 27 and Socio Economic Rights Institute, (SERI) chairing the SA National Aids Council Trust working with the Kwa‐Zulu Natal Blind and Deaf Society as its President. Yacoob will be involved in legal education at local universities such as University of the Witwatersrand, Johannesburg, where he is currently involved as a visiting professor of law. HUNTINGTON BEACH, CALIFORNIA: If Shubham Banerjee cannot lay claim to being the world's youngest venture capital-backed entrepreneur, he comes very close. Banerjee was 12 years old when he closed an early-stage funding round with Intel Capital, the company's venture capital arm, last month for his prototype for a low-cost Braille printer. Since then, the San Jose, California middle-schooler has turned 13. That's young, even by the standards of Silicon Valley, where many venture capitalists unapologetically prefer to fund youth over experience. Young entrepreneurs usually have reached at least their mid-teens when they hit it big. Nick D'Aloisio, founder of online news aggregator Summly, was 17 when Yahoo bought his company last year for $30 million. Brothers John and Patrick Collison, behind payments service Stripe, were 16 and 19 when they sold an earlier business to a Canadian company for $5 million. After reading a fundraising flyer about the blind, Banerjee felt inspired to turn a high-tech version of Legos, the toy building blocks, into a device that could print in Braille. One day, he wants to mass-produce the printers and sell them for about $350, far less than Braille printers cost now. This past summer, he worked on incorporating an Intel Edison chip, a processor aimed at hobbyists, into the printer. In September, Intel invited him to a conference in India to highlight uses for Edison. There, he got a big surprise. Intel executive Mike Bell announced from the conference stage that the giant chipmaker would invest in his company, Braigo Labs. Until then, his funding consisted of the $35,000 his parents gave him. I turned back to my dad, and said, 'What did he just say?' Banerjee recalled. I was all over the place. Banerjee and a spokesman for Intel Capital declined to disclose the size of the investment. A person familiar with the matter said it was a few hundred thousand dollars. He plans to use it to build a better prototype of the printer and test it with more groups for the blind. After the announcement, Banerjee had to bone up on unfamiliar terms such as venture capital. He also needed to convince adults to co-sign his funding and patent documents. Among the company officials he turned to: Braigo's president, his mom, Malini. Banerjee says he gets mostly As and Bs as a student at the Champion School in San Jose, California. Teachers have given him time off to attend events like the conference in India and the Intel Global Capital summit this week in Huntington Beach, California. He catches up on school work on weekends, he says. This is the second Intel investment connected to the Banerjee family. His dad, Neil, works for Kno, an education start-up that Intel bought last year. This national capital of over 16 million has 2.5 million disabled people for whom there are a mere 100 public toilets, supposedly designed for people with physical disabilities. But most of them are either non-functional or serve as makeshift storehouses, a survey has revealed. http://www.business-standard.com/article/news-ians/who-cares-for-the-disabled-public-toilets-are-nonexistent-or-non-functional-114102600374_1.html The year-long survey conducted by NGO Samarthyam paints a grim picture of the access to public toilets by physically disabled people in Delhi - and that too only in the central part of the capital. Never ever have the civic agencies shown concern about the needs of persons with disabilities. The Swachh Bharat Abhiyan (Clean India Campaign) cannot be a success till it is inclusive, Samarthyam executive director Anjlee Agarwal told IANS while sharing the findings of the survey. On Oct 2, Delhi saw the launch of the Clean India Campaign by Prime Minister Narendra Modi. From the ramparts of the Red Fort on Aug 15, Modi had also laid stress on providing toilets to every family. Even after 68 years of independence, the county with the world's second largest population has the highest number of people defecating in the open. A UN report released in May 2014 said that a staggering 597 million people in India - more than half the population - practise open defecation. The NGO, which works for the welfare of the disabled, conducted the survey to check the facilities as they felt the authorities treat the disabled as a marginalized section. The survey was conducted by eight females, including girls, who were all disabled. These 100 toilets were built in the run up to the Commonwealth Games in 2010. You can well imagine that Delhi had no toilets for handicapped people before 2010, Agarwal said. Toilets for handicapped are themselves handicapped as many are not built keeping their special needs in the mind. Many of these were found to be locked down. Some served as storehouses, she added. The survey revealed that these 100 toilets are only in the central part of the capital and are maintained by the New Delhi Municipal Council (NDMC), one of the city's five civic bodies. This means that other areas in Delhi, under the three municipal corporations, are not known to have such toilets or are non-functional. The overall picture is also quite pathetic as the survey has brought out that there are just 1,200 public toilets in the national capital, of which only 301 are for women. The building bylaws of the urban development ministry say that a toilet cubicle for a handicapped person should not be less than 2X2.2 metres. Ironically, most of the time this has not been followed, Agarwal added. How could a wheelchair with a width of three feet enter a toilet cubicle through a door whose width is two and a half feet, Agarwal questioned. There has to be some manoeuvring space in the cubicle for a person with special needs, she added. The survey also found that the disabled, particularly those who were wheel-chair bound, found it difficult to access the toilets as there were no ramps leading up to them. Javed Abidi, director of the National Centre for the Promotion of Employment for Disabled People in India, wanted to know whether the Clean India Campaign has any blueprint on the disabled. Swachh Bharat is indeed a good initiative, but is Narendra Modiji alive to the needs of the disabled? Abidi asked while speaking to IANS. The toilets for disabled are only in central Delhi. [AI] Problem with excel 2013.
Dear all, I installed office 2013 64 bit on my system. But I am facing a problem with excel. When I press f2 to edit any cell, jaws is not reading the contents of that cell. Moreover when I press escape to exit out of the edit mode, jaws just says virtual cursor and doesn't come out of edit mode and I have to press f2 once again to exit. I checked on my friend's machine and there is no problem. its working fine. I tried both with jaws 15 and 16 but I couldn't resolve the issue. Dear all, I generally download YouTube video using clipconvertr.cc After inserting the video link and choosing the video file format, quality and other stuff, after the conversion is successfully completed, I generally hit Enter on the Download button. Sometimes clipconverter.cc gives me an executable to install, which I generally say no to, and again press Enter on the same Download button, and get the actual MP3 file to download, which I happily download. However, right now, accidentally I downloaded the application .exe file, and once it got downloaded and I realized that I had got a wrong (and perhaps malicious) file, I attempted to delete it, where AVG asked whether I would like it to protect me, and I said yes, protect me. It removed the threat successfully. Now, that I retried the Download button on clipconverter.cc no Firefox prompt came up whether I would like to download anything. I tried multiple times to download a video with clipconverter.cc, but sadly, the Download button just didn't display any download prompt, and i simply can't download anything from clipconverter.cc I tried another website, where the download prompt from Firefox did show up. I haven't tried another web browser, to see if AVG (2014) would allow me to download with that web browser from clipconverter.cc, because I believe, that there should be a simple fix in AVG, to tell it not to protect me from clipconverter.cc downloads, or something similar. THE GOLDWAVE 5 AUDIO SOUND RECORDER A Beginner's Guide for Keyboard Users By John Wilson Introduction Earlier this year I was looking for a good keyboard-friendly audio sound recorder to form part of a new audio sounds tutorial I was planning to write on the subject of audio playing, copying and sound editing. I came across GoldWave 5 and was simultaneously impressed by its low price and good range of audio editing features, which included effective noise reduction facilities. A GoldWave demo can be downloaded from: www.goldwave.com and if you decide to buy it the total purchase cost would only be about 25 pounds. You can save sound files to many formats such as OGG, WAV, WMA, ACC, etc, and also MP3 if you have the Lame MP3 encoder on your PC, which is downloadable from: www.jthz.com/~lame The space available for this article does not permit for the explanation of the installation of GoldWave and all of its possible customisation for keyboard and screenreader users, so I'll give basic configuration details only and simply say that the program's installation is screenreader-friendly and typical of Windows installations. Launching GoldWave and Basic Configuration Having installed GoldWave, I'd recommend that you set it up as follows initially. Start GoldWave from the link which will have automatically been placed on your Desktop during the installation (press Windows key M and then G) and if you've not yet registered GoldWave, you'll come onto the GoldWave help and registration information screen. You can press ALT F4 to close this and move to the main GoldWave window. Now maximise this window by pressing ALT SPACEBAR and then X. Next enter GoldWave's configuration control preferences dialogue box by pressing F11 and: 1. Right ARROW or CONTROL TAB to the Record sheet. In here TAB to Bounded to Selection and then ARROW from this to Unbounded and then TAB to and press ENTER on OK. This has the effect of Changing the way Goldwave records, permitting you to record without a recording time restriction. 2. In these same control preferences, you should change the default way which one of GoldWave's two methods of playing files works. By default what is known as the Green button or means of playing files and the Yellow button or means of playing files are the same; they simply duplicate one another. However, you can elect to make both or just one of them work differently. The default way they work is for them to play selected sections of files (if you've done any selecting) when you press such as F4 or SHIFT F4 to play a file rather than playing the whole file. To get the green playing method to keep this play selection only as its future way to work but change the yellow means of playing to playing the unselected portion of the file for you, what you do is CONTROL TAB to the Play sheet, where the green options come before the yellow options and just TAB down to the second Selection option and change this to Unselected by ARROWING down once, then TAB to OK and press ENTER. Note also that in here there are two figures editfields set at 10. These are to specify how many times a selection will play repeatedly when you press the play button. Change these figures to 1. In future, when you press the play shortcut key of F4 (green play method), you will hear only any selected portion of your file (or the whole file if you've not yet done any selecting in it), whereas when you press SHIFT F4 (yellow playing method), you'll hear the unselected portion only of the file played. Then TAB to OK and press ENTer. Note that in the other four of the property sheets in the control preferences, you can make playback, recording and video changes and selections and that the Volume sheet has the main options you would find in the Windows Volume Control for making volume changes and selecting if you are to be using line in, microphone, etc, devices. A Few Essential GoldWave shortcut Keystrokes to Get you Started Try to learn and memorise as many as you can of the below often- used shortcuts in GoldWave so that you know them as we start to create, edit and save sound files in the forthcoming paragraphs. Bhavya, Configure the AVG Firewall from control center basically, you need to add this website as an exception. I neither remember the exact steps nor a smart person like you need it. You can also use www.keepvid.com to download your videos in desired format, you will just need to allow the Java applet to run when prompted. And since you're using Firefox, you can download a pluggin which would allow you to download the video in the desired format. There are many, just check any renound website to get the right one. Hi, Ok, you told me to search for exceptions. So, what I did: I went into Web Browsing I went into Settings From the combo box chos Exceptions JAWS was unable to read the list of exceptions, it just went to the combo box and when up or down arrow was pressed, said 1, 2 and 3 of 3 and nothing else. When I pressed Enter on the Add Exception button, when I was told to choose the exception type, there were three options, choose exception type, file and folder. When clipconverter.cc is a website. Actually I haven't tested more because I have to go out, will test more extensively later, today. I remember AVG had something called as shields. Check if you have web shield and if it is, then click that first and then manage exceptions. Then you should be able to see the URL in the choose exception type. Possibally you are looking for exception type in the resident shield (if I remember the name correctly). What are you exactly using? Is it AVG Antivirus 2014, or Internet Security 2014, or the complete suite? By the way, free recommendation, install Aveera rather than relying on AVG, it works pretty ausom and is hassle-free too! Hackathon hopes to find apps solutions for autistic, disabled Special educators Anagha Rao (left) and Swathi Vellal The apps are meant to help autistic children face and overcome the challenges of social interaction and concentration Coders, designers, self-advocates from the Spastics Society of Karnataka and those on the autism spectrum -- as many as 220 of them -- will be working this weekend to create apps to help those with developmental difficulties. An initiative of Prayas Labs, a project of Autism Society of India, this Hackathon for Developmental Disabilities is a first-of-its-kind attempt to create awareness and encourage those in the technology sector to contribute to solutions. At the Prayas Labs office in Indiranagar, special educators Anagha Rao and Swathi Vellal discuss the plan, which has been in the works for two months. Such a hackathon hasn't really been done before in India. Since we work closely with technological intervention for disabilities, we thought it would bridge the gap. An initiation into the meaning of developmental disabilities -- many people thought it meant physical deformities. It includes celebral palsy, says Rao -- will be followed by a presentation by Sarbani Mallick (Founder-Director, Bubbles Centre for Autism), the formation of teams, and finally, work on apps overseen by mentors. Mentors include Dr Vandana from NIMHANS and Jayashree Rajanahally from Brindavan Psycho-education Trust. Many existing apps make foreign references like showing blonde children, or are too expensive. Rao and Vellal hope that participants will help participants to overcome these issues in their productions. At the end of the two-day event, the prototypes created will be judged on the basis of criteria -- the app's ability/potential to address the problem on a large scale; novelty and innovation; the technical and implementation feasibility; the clarity of presentation; the user-friendliness of the idea; and the applicability, among others. Children on the autism spectrum face challenges of social interaction and concentration, are often non-verbal. The hackathon, the team hopes, will give rise to workable applications that address these matters. Vellal demonstrates, this app teaches them how to behave in a social setting like at the salon for a haircut, and alerts them to the fact that their hair will be wet and they need to sit still and patient. The judging panel comprises names such as Prof Malavika Kapur from the National Institute of Advanced Studies and Dr Ashok Mysore, Professor at St Johns Medical College Hospital. A reward of Rs 1 lakh will be divided among the top three winning teams (Rs 50,000, Rs 30,000 and Rs 20,000), who will get two months to further develop their apps. Participants include students from PES University and IIT Bangalore, and even those with companies such as Microsoft, Cognizant, Mindtree, Kuliza Technologies and EdgeVerve, among others. Prayas Labs, which has raised Rs 3 lakh via crowdfunding, hopes to raise sponsorship to cover the remaining costs. We have found that technology is very useful in helping kids with developmental disorders overcome their limitations, says Rao, citing the example of eight-year-old Vicky, who, using an iPad app, leant to write the complete alphabet and numbers 1 to 10 in seven weeks, and now fully understands the social mores of using the toilet -- both huge achievements for children on the autism spectrum. Photo: Reuters Hong Kong: From a distance, Kausalya Devi looks like most rural housewives in India--she is squatting on the ground, bent intently over dirty vessels. As you come closer, you see the 20-year-old can't do much more than crouch: her legs are short, limp appendages, crippled by childhood polio. The mother of a two-year-old son, Kausalya can't move on her own and must be carried by family members. A month ago, she lost her second child, a baby born two months early after local hospitals struggled to give her the medical care she needed. In rural India, where marriage is often a business transaction involving dowries, young women with disabilities are married off into the poorest families. Women who can't labour in the fields are expected to bear children and end up in a government health system that is ill-equipped to treat them. Others end up with husbands who demand a steady stream of financial payments or even property from their families. Poverty in this part of Uttar Pradesh is a big problem--when these men marry a polio survivor it is because they are too poor to get a normal wife, said I.S. Tomer, a physician and the mayor of one district in the northern state. Honestly, if somebody is marrying a girl who is polio-affected, he's marrying for the sole purpose of having children for his family. Most vulnerable While India has had no new cases of the polio virus for the last three years due to massive vaccination programmes, it is struggling to protect the victims of previous epidemics. The World Bank says the country has as many as 90 million people living with disabilities, including those caused by polio--most of whom endure discrimination, barriers to employment, poverty and violence. A 2005 study of disabled women in Orissa found that a quarter of women with mental disabilities and 13% with visual, hearing and physical disabilities--such as those caused by polio--reported having been raped. There are no reliable statistics on how many people in India live today with polio. The number could be large because the country once accounted for more than half the world's infections and had 150,000 cases as recently as 1985. Global emergency The polio virus, an infectious disease that is spread through contact with feces or droplets from a sneeze, attacks the nervous system and can cause paralysis within hours. It kills as many as 10% of its victims. Once almost driven to the brink of eradication, the disease is rearing its head again in the conflict zones of Pakistan, Cameroon and Syria, and the World Health Organization earlier this year declared it a global health emergency. Nearly half the respondents in a 2005 AC Nielsen and World Bank study that surveyed more than 1,400 households in Uttar Pradesh and Tamil Nadu believed the disease was a curse of God. Almost half believed an adjustment in dowry was necessary if a disabled person married a non-disabled spouse. Women are among the worst hit. Polio-affected women mostly are married to people on their second marriages, or very poor families, said Surabhi Shukla, a district coordinator for a United Nations Children's Fund programme that vaccinates children in Uttar Pradesh. Every girl's dream In India, where the rich spend millions on lavish weddings and Bollywood films are centered on matrimony, having a spouse can translate into greater social acceptance and security. Every Indian girl dreams of getting married, said Sandhya Jha, director of Shikhar Prashikshan Sansthan, a non-profit that works in Kausalya's district. You have to look at the other side of this. For a girl who has had polio, the fact that somebody would accept her, that makes her very happy. India's many online marriage sites allow users to search for physically handicapped partners, giving the disabled a shot at marriage. A non-profit in Udaipur conducts free mass weddings for young women and men with disabilities--mainly from polio. The aim of these weddings is to find partners for low-income people with disabilities, who ordinarily would be marginalized in Indian society. Marriage means a lot for a girl--even a girl who is not disabled, said Ravish Kavdia, a spokesman for the group, Narayan Seva Sansthan. In rural villages, after a certain age, it's hard for the family as well as the concerned person to live in the society freely if they are not married. Polio outbreak For Manisha Wagh, getting married at 19 to an unemployed cable repairman was anything but a silver bullet. She was one of seven children who contracted polio in the densely packed tenement in Mumbai where she grew up.

The government to consider the needs of people with disability, before starting projects -- including toilets that are to be built under the Swachch India Campaign. We want every facility to be built under the scheme, to have at least one disabled-friendly toilet, she adds. Winners of national Abilympics to get cash rewards: Min The winners of National Abilympics for people with disabilities held here will receive cash prizes, Union Minister for Social Justice and Empowerment Thaawar Chand Gehlot said today. The winners at the event will get Rs 21,000 each, whereas the second and third place holders will get Rs 15,000 and Rs 11,000 respectively, he announced at the inauguration of 4th National Abilympics here. Abilympics are the vocational skill competitions for persons with disabilities to enable them to showcase and enhance their talent. This year, the event will be held on 3rd Nov at NITTTR Chandigarh. The Minister said that the Centre will provide all possible assistance to bring the people with disabilities lead a normal life. Each individual has some ability/talent and the need is to bring it out through education and training. Such people need to be inspired and their talent promoted, Gehlot said. The BJP leader elaborated on the various schemes of the NDA government which are meant to facilitate treatment of disability, providing them financial aid for equipments, education and vocational training so that such persons come to parity with others and lead a normal life, without pity from any quarters. The Ministry, he said, will try to bring on board the corporate sector also for the cause of those with disabilities, by including it in their Corporate Social Responsibility (CSR) activities. He stressed that the Ministry will also look at the possibility of holding the International Abilympics in India in the future. Holding Abilympics not only provides hope to people with disabilities, but also takes the cause of their inclusive-ness with the main stream, Secretary, Department of Disability Affairs, Stuti Kacker said. She expressed hope that at the next International Abilympics in 2016, India will come out with flying colours. We would work to raise the number of participants from the present 450 to 4000 and in due course to 4 lakhs, she added. International Abilympics were first held in Japan in 1981. In India, this is the fourth National Abilympics, which is being held for three days. Over 400 contestants and 150 organisations are taking part in 33 different skill contests in this Event. The Indian team for International Abilympics 2016 will be selected based on the performance in the National Abilympics.
