  51-49 vote.

  House.
  On July 10, 1997, the expected vote never happened on a proposal to cut
  $41.5 million for direct funding of logging roads and eliminate the $50
  million a year credit program for timber companies that build their own
  roads. During debate of the 1998 Interior Department spending bill, H.R.
  2107, the House voted on an alternative introduced by Rep. Norm Dicks
  (D-Wash) that instead cuts $5.6 million from logging road spending and

This is an excellent observation.  The FDA is run by former business men and
the businesses (like Monsanto) frequently hire former FDA workers to work for
them.  It is a blatant conflict of interest in my opinion, especially in all
the talk about Nutrasweet and other questionable foodstuffs.

Data: Japan Economy Still Crumbling

TOKYO (AP) -- Japan's troubled economy continued its downward spiral last
month, with no indication of a rebound in sight, economic data released Friday
shows.

Industrial output is sliding, sales at department stores are slumping and
unemployment has reached a new postwar high, according to government figures
for November.

What's more, a report from financial authorities shows that Japan's
notoriously troubled banks have even more bad loans than previously thought.

Nothing in the latest batch of economic data supports recent predictions by
government officials that Japan's worst postwar recession is nearing an end.

To try to hasten recovery, Japan's Cabinet on Friday unveiled a draft budget
for 1999 that will double the size of the annual deficit as it pays for
efforts to kickstart the nation's moribund economy.

The 81.9-trillion yen ($706 billion) in proposed spending, which still must
win approval from Parliament, represents a 5.4 percent increase from this
year's budget.

It features 10 trillion yen ($86 billion) in new public works spending and tax
cuts worth more than 9 trillion yen ($78 billion).

``This draft budget for fiscal year 1999 has been made up with priority on
promoting economic recovery,'' the Ministry of Finance, which compiled the
spending proposal, said in a statement.

The series of dour economic reports began with the release of November job
figures early Friday. The Management and Coordination Agency said Japan's
unemployment rate rose to a record-high 4.4 percent as the corporate world cut
payrolls and suffered a wave of bankruptcies.

The jobless rate was the highest since the government started keeping track of
unemployment in the 1950s, topping the previous record of 4.3 percent.

For the first time, unemployment in Japan equaled that of the United States,
where the jobless rate also was 4.4 percent in November.

Taichi Sakaiya, head of the Economic Planning Agency, said the job situation
would likely get worse before it gets better.

``There's strong pressure for the jobless rate to rise,'' said Sakaiya, one of
Japan's top economic planners.

His comments contrasted sharply with his recent upbeat prediction that the
economic slump would soon near an end.

The news Friday was no better for Japan's once-mighty manufacturers.

Industrial output at factories and mines in November fell a larger-than-
expected 2 percent compared to the previous month, the Ministry of
International Trade and Industry said.

The fall was considerably larger than forecast by private economists and the
government.

And while the ministry predicted there would be a 0.3 percent rebound in
production in December, it agreed with other forecasters that a recovery was
not yet in sight.

``There still isn't enough data to indicate that the economy has hit bottom,''
the ministry said.

Meanwhile, the trade ministry also reported that sales at major department
stores and supermarkets fell 1.5 percent in November from a year earlier, the
seventh straight month of declines.

Economists blame problems at Japan's banks for the prolonged slump.

Many banks are buried under mountains of bad loans left from the collapse of a
speculative bubble in land prices in the early 1990s.

While they battle with those debts, they have cut back on new loans to
businesses, contributing to a nasty credit crunch and record rise in
bankruptcies.

Another report Friday showed the bad loan problem is worse than banks have
admitted.

The Financial Supervisory Agency said the 17 banks had about 49.50 trillion
yen ($427 billion) in shaky loans as of March 31, about 12 percent more than
the banks had disclosed.

Report: Russia Radiation Level High

MOSCOW (AP) -- Radioactive waste dumped by the Soviet Union in Arctic seas is
leaking through its containers, causing radiation levels to reach up to 100
times normal in some areas, officials said Friday.

Russia's Emergency Situations Ministry said radiation levels in waters off the
Novaya Zemlya archipelago exceed the norm dozens of times, and in the nearby
Stepovoi Gulf by 100 times, the ITAR-Tass news agency reported.

Radiation levels in the Barents Sea are also above normal, the ministry said.

Several containers that the Soviet Union used in Arctic radioactive dumps in
the 1960s have become depressurized and toxic waste is leaking out, the
ministry said.

Chemical weapons dumps in the Baltic Sea are also causing contamination with
heavy metals and arsenic, the ministry said, citing a study it conducted over
the past three years.

Sediment concentrations of heavy metals in several areas of the Baltic Sea are
10 to 100 times above normal levels, and arsenic levels are also high, the
ministry said, according to ITAR-Tass.

Osama Bin Laden, the Saudi exile accused of masterminding the Aug. 7 U.S.
Embassy bombings in Tanzania and Kenya, is calling on Muslims to kill
Americans and Britons for the airstrikes their countries carried out against
Iraq.

"The British and the American people loudly declared their support for their
leaders' decision to attack Iraq," Bin Laden said in Friday's edition of the
Arabic newspaper Asharq Al-Awsat.

This made it "the duty of Muslims to confront, fight and kill" Britons and
Americans, he said.

"And anything that can be taken from them by force is the rightful prize of
Muslims," Bin Laden said.

The London-published newspaper said the interview was conducted in the
mountains of Helmand province in southern Afghanistan.

The United States and Britain carried out four days of airstrikes on Iraqi
military and communications sites earlier this month to punish Baghdad for its
alleged obstruction of U.N. inspectors seeking evidence of weapons of mass
destruction.

Washington accuses Bin Laden of masterminding the Aug. 7 bombings of the U.S.
embassies in Tanzania and Kenya. The blasts killed more than 250 people.

Thirteen days later, the United States blasted Bin Laden's camps in
Afghanistan with cruise missiles.

Bin Laden has denied carrying out the attacks but has said he didn't "regret
what happened there."

After the United States attacked Bin Laden's camps, the Taliban - the militia
that controls 90 percent of Afghanistan - announced it had imposed
restrictions on Bin Laden, including barring him from giving media interviews.

Bin Laden told Asharq Al-Awsat that while the Taliban had prohibited him from
carrying out attacks on foreign countries, he continues to guide Muslims
"toward holy war against Jews and Christians. This is a duty."

The interview was the second to be published with Bin Laden in two days. It
was not immediately clear whether he was defying the Taliban's restrictions or
whether they had been eased. A Taliban spokesman could not be reached for
comment.

A businessman who made a fortune in construction, Bin Laden first went to
Afghanistan in the 1980s to fight the Soviet occupation army.

stadiums, courthouses, bridges, etc. by setting up quasi-governmental
entities with legislative authority to issue tax-exempt bonds.  They get the
bonds approved by the state's attorney general who is required by law to
review the bonds to make sure that the quasi-governmental entity is
completely separate from the county or city which sponsors the entity under
specially passed legislation.  That means if the entity doesn't receive
enough revenue to pay off the bonds, the asset itself can be taken by the
bondholders, but the taxpayers won't suffer any other loss.  The bond
traders win both ways.  Their friends are allowed to purchase tax-free bonds
at the bottom price and receive guaranteed income that is not taxed.  They
have also tried to say that the quasi-governmental entity is not technically
"government" and therefore not subject to open meetings or open records
statutes that exist in most states--or to competitive bidding requirements.
That would allow them to hire the corporations set up by their friends to do
the design and construction work for the facility and thus evade the law to
protect consumers and taxpayers.

The bonds are then sold to public mutual fund companies like PaineWebber (a
favorite of Stephens, Inc.) with money collected from pension funds and
other savings for long-term investment.  If the bonds default, then, it's
the pensioners who lose their shirts.  But the majority shareholders of the
fund (usually a 5% interest will control) would end up controlling the
quasi-governmental facility in the event of default.  So the potential is
there for these "people" to own most of the public infrastructure in this
country because of their scheme in financing the construction.  The only way
to know what's going on is to be aware of way the plan works, then go to
commissioner's court meetings and watch what happens.  Noboby really has the
time to do that, and even the people involved in day-to-day activities of
county government don't believe in conspiracies, so they don't even
understand the danger of what will happen if the economy turns bad.

The truth is the biggest part of the government income goes to pay interest
and charges to the same companies and their attorneys which sell these bonds
in the first place.  And it goes to the New York banks which issue them.
The present-day bonds are not much different from the bonds that existed at
the turn of the century when the British and Dutch investors bought the
bonds of the Scottish investment bankers who financed many of the railroads
and power plants in our young country.

When someone who extols Cato blames the government for succumbing to the
enticements of these financiers, it reminds me of the people who financed
Hitler blaming the Jews for all the problems of the world.  Don't fall for
this treachery.  Follow the money to its source!

Picture a game of chicken like in the old 50's movies. Two hot rods race
toward each other at breakneck speed. The chicken is the one who swerves
away first. I believe you are absolutely right. The Democrats gave the
Republicans an out in Iran Contra when they had enough to put Reagan, Bush
and all of CIA in jail. By not forcing the issue they became criminal
co-conspirators. Now, the unspoken message is, and always has been, "Hey, we
let you guys off for the drugs in Iran-Contra, Now you have to let Bill off
for the fundraising, travelgate, the Chinese missile technology, Monica and
everything else.

Running in the background, the entire time of the impeachment process, has
been the CIA drug investigation. The CIA which released the report is headed
by Clinton appointees. So many people were amazed that CIA confessed to so
much in Volume II. I was not. It is no coincidence that hearings on Volume
Two are scheduled to run at the same time as the impeachment trial. The
message is clear. Clinton, who was never the prime architect of evil in CIA
drug-dealing, is saying that he'll scorch the earth. His biggest defender
has been Maxine Waters, who is also the Congressional leader on CIA and
drugs. This is not by accident. I believe there's more than one reason for
this. I say again, that were I her I would have done exactly the same thing.

I cannot get into her head. Nor can I speak for her. But my reasons for
supporting Clinton (if I were her) would be the simple realization that it
would be the only hope I had of getting the CIA-drug issue squarely on the
table - whether Bill Clinton wanted it or not. If push comes to shove, he
has an out.

In my newsletter From The Wilderness (Dec., 1998) I just published a story
which used as a source a totally credible former CIA pilot and lawyer who
has already testified in a federal trial that CIA was flying drugs into Mena
as far back as 1972-5 before Bill Clinton ever held office. (US v. Reagan,
Tucson, 1997). [This was not Ronald Reagan]. There's plenty of evidence to
back him up.


I still like Maxine because she's a tough and shrewd player who, I believe,
has the best interests of her people at heart. I also believe that
African-Americans will save the soul of the nation. I have just received the
endorsement of the Baptist Ministerial Conference of Southern California.
That's 500 black churches. Like FDR I believe that nothing happens in
politics by accident. All of these people know that I won't compromise on
CIA and drugs for anything and my web page has been recently visited twice
by the Executive Office of the President. That is why I have stayed fairly
neutral on the impeachment circus. That is why we must do everything we can
to focus attention on the Volume II hearings and why I need support.

I don't like Bill Clinton at all but I recognize that he is a product of the
system which created him and his roots go back to Bush, Harriman, Stephens,
and others who've been around a lot longer. My biggest fear is George W.
Bush who just got the endorsement of Jerry Falwell in 2000.

Personally, I hope that both hot rods crash into each other head first. Then
the people might have a chance of setting things right. However, I am also
pushing hard for a mass demonstration of 10,000 people in the street at
Florence and Normandie on April 29th, the 7th anniversary of the L.A. riot
to prove that the people know enough not to let the bad guys make deals and
get away with it. CIA and drugs is out of the can. We have to make sure that
no one puts it back.

So now we have the "elder statesman" coming out against impeachment
before hearing the evidence. Does anyone have any guesses as to what
Clinton has on the congressman and senators such as Moynihan, Hatch,
etc. who oppose impeachment that may be related to the CIA drug issues
relating to both parties? Moynihan talks about destabilizing the
presidency, is he hinting at this?

Thanks for finding this, Bill... this is all getting extremely interesting.
There are so many trigger-words in that article that I was virtually pinned
to the wall by the time I was finished reading it.

I don't know who Bryce Self is, can somebody update me? His reference to

the Order and one can certainly see how the information in this article
ties-in with the Dragons' stance.

I therefore find it intriguing that the Count directs our attention towards
Nimrod... here is an excerpt from an "official" history which was
"released" by Laurence Gardner a few years ago:

"The great Universal sciences were Geometry, Numerology, and Metallurgy.
Together, they comprised the Cosmic Law (Divine Testimony). [note from
Stella - Gardner's position is that the Tablets of Testimony were contained
in the Ark of the Covenant, along with the Ten Commandments, that there

Cosmic Law was said to derive from the Archons. Although recorded from

The universal sciences were carved onto two Temple pillars by Lamech (the
son of Methuselah and the father of Noah) during the reign of Sargon the
Great (Nimrod) of Mesopotamia. During his reign (c. 2346 BC), Sumer and
Mesopotamia were devastated by flood from the Tigris and the Euphrates -
i.e. the great Deluge of Genesis. Noah and his three brothers salvaged the
monuments. which became known as the Antediluvian Pillars. They were placed
in the care of the Egyptian Thieron, Hermes Trimegistos (Thoth)."

So, both the Count's and Gardner's information converges on Nimrod. Having
worked with other material of Gardner's over the past couple of years, I
would have to say that I agree with the Count's comment that Gardner has a
great deal of accurate information, but that some of his ultimate
conclusions are slightly off.

But since the Count is only giving us little "hints" it will be difficult
to assess whether his information in total is any more accurate than
Gardner's.

It appears that the only way to proceed is to sift through ALL the
available material and synthesize our OWN understanding of this histrorical
backround. In the meantime, it will be extremely revealing to see where we
will be "led" in 1999...

BTW, I asked the Earl Marshal of the Dragon Order about the status of their
association with the Priory of Sion and his comment was that the Dragons
are far older than the PoS and, while they were happy to work with anyone
with similar aims, they wouldn't consider it appropriate to take direction
from a younger order... Actually, that's my own paraphrasing, the EM's
comments were much more... pithy.

I must stress that I'm not taking sides here, I'm simply a neutral observer
in all of this. And I'm collecting as much information as I can get my
hands on!

p.s. That chap, Lambert Dolphin, who posted the above article on his site,
sounds fascinating... I wonder if we could talk him into doing a
geophysical survey on Rosslyn Chapel... or Pech Cardou?

how a top U.S. defense contractor may have given away secrets of American
rocket technology and at the expense of American national security.

 Giving the secrets away to China is the charge, Diane, and China this month
is expected to test a nuclear missile with enough range to strike the United
States.  And remember, the Chinese supply weapons to many other countries far
more hostile to the U.S. Chief correspondent Chris Wallace joins us now with
an exclusive report. Chris?

 CHRIS WALLACE, ABCNEWS
 Sam, tonight, you’re going to meet a man named Al Coates, who was the
government’s top cop to protect U.S. secrets during American satellite
launches in China.  And Coates says some American aerospace companies released
sensitive information which helped the Chinese.  Now, the companies deny
giving China technology secrets. But independent military experts say when
someone like Al Coates makes these charges, it’s significant. (V.O.) February
1996.  An American satellite is launched on a Chinese rocket.  Just after
lift-off, the rocket veers out of control.  Seconds later, it explodes, and
the $126 million satellite onboard is destroyed.  But what’s most notable
about the accident is that, afterwards, Chinese rockets stopped exploding.
Tonight, you’ll hear a story you’ve never heard before — how U.S. aerospace
companies may have helped China build better rockets at the expense of

Will the power grid go down?  I know of no reliable evidence that says it
won't.  Not one U.S. power plant is compliant today.  The odds are there will
be a shutdown.  This seems obvious.  It is also systematically ignored by the
media, programmers, and investors.

This study surveys the officially filings of U.S. electrical power utilities.
Almost half of those that filed neglected to say when they began their
projects.  Of those that did, most started in 1996 or later.

What percentage of their y2k budgets has been spent?  Most of those reporting
said it was somewhere between 10% and 40%.  This means that most of their
projects lie ahead of them.

There is no logical case for y2k optimism.  There are no data to support such
a case.  The most optimistic accurate statement that a y2k optimist can
present today is this:  "No one knows what will happen in 2000."  This is a
thin thread on which to support an entire civilization.

This is Part I of a report posted on the EUY2K site (Dec. 21).

Will the lights stay on?  Anyone who is aware of the potential problems Y2K
may bring eventually asks themselves that question. There are many other
aspects in which year 2000 failures might affect individuals, but none which
seems so vital as the generation of reliable electric power. ...

This is why I have focused my attention on the status of the U.S. electric
utility industry during my search for those elusive Year 2000 answers we’re
all in pursuit of.  I gave myself the task of reading, filing and correlating
what I believe to be all the third quarter 1998 SEC 10Q filings of publicly
held utilities, and have compiled a summary of their self-reported status in
four pertinent areas.  These areas are:

Year 2000 Project Start Date

Year 2000 Costs Incurred to Date as a Percentage of Estimated Total Costs

Year 2000 IT and Non IT Percentage of Project Completion to Date/Estimated
Final Completion

Contingency Planning Estimated Completion Dates. ...

With nearly half of investor-owned utilities declining to tell when they began
their Year 2000 Project, it’s very difficult to get a handle on when the
majority started their fixes.  I surmise that those not reporting a start date
would fall into a later start category than those who did, but this is again
my personal skepticism showing. However, of those utilities which did report a
start date, the bulk of them began either in 1996 or 1997. ...

As you can see for yourself, the answer to the oft-asked question, "Are there
any compliant utilities?" is "No," at least not for those required to file
with the SEC.  I have not read any utility SEC filing in which a utility is
estimating compliance before sometime in 1999, and the vast majority only
speak of critical systems in their estimations, not full compliance.  Words
such as "triage," "prioritized," or the phrase "assessment to determine if
assets are critical" are widely used.

Twenty-seven and a half percent of utility filers either did not give any
report what they had spent to date.  Of those which did report specific cost
estimates, just over 32% of the total utility SEC filers had spent 25% or LESS
of their estimated total project costs.  Nearly 45% of the total had spent
one-third or less of total estimated costs. ...

 In the 1980's there were some 
that used Japan's educational system as a example of what America could 
do. Japan's suicide rate (I believe) was actually lower than the American 
rate. 

We were looking at American schools 
in the high income areas that had / have students that believe if you do not 
have the best shoes, clothes, ect. When they did not have these the peer 
group stress was high as well as the suicide rate. By placing these 
statistics on academics - they were able to hide the true cause and it opened 
the door to things like ADD / ADHD. 

There is a lot of propaganda in this. And a lot of 
money. The fight over control of the Educational system and not just 
America's. Now days Japan is buying into this too. They are not 
starting their children's education as soon any more. I wish someone would 
put out the truth. 

To illustrate how bad this is (if you can get past my grammar) 

I was reading the Dec 7, 98 
issue of Newsweek and it had a article in Science and Technology 
that made me laugh. It refereed to a study of tasks where they had the 
children do these tasks while in a MRI. The results said that the 
Attention-regulating basal ganglia showed less blood flow for the NON-ADHD child 
than it did for the ADHD child. If anyone has seen someone learning how to 
read 
*R-E-A-D* as they sound out the words. One 
child would have a harder time -- LEARNING. Why? Because they have 
not learned to tools and I am not (just) talking about having a biological 
problem.

Japan's research was the pivotal point in getting Aspartame 
authorized in America. Soda products over there have been sweetened with 
Stevia for over 20 years. The US is the only country that uses bovine 
growth hormone. 

Now to get back on thread - What would have been the reason 
that people would have given a green light to Aspartame? Sugar has been 
shown to be addictive and the pubs in England are ostracized when they add it to 
their brews.

Sugar causes problems with the neurological system - but pull 
it off the market or say that they need to replace it with something else? 
What would that do to Cuba? Well Castro seems to think that their are too 
many fat cats down there anyway so I doult he would protest something being 
place in competition. How much cane sugar do we use - I see corn syrup in 
most items.

Now that was some of the history behind sugar and 
Aspartame. It is also why I believe that with fudged test results that it 
was allowed. This could mean that sugar actually has more adverse effects 
than Aspartame since the FDA knew about the adverse effects of Aspartame to 
begin with. Many say that the head of the FDA (during the Regan 
Administration) when Aspartame was given the go ahead,
did it so that he could work for Monsanto 
afterwards.

This may not be complete but I need to get back to 
homework. If anyone wants more, ask questions and I will answer as much as

REP. LIVINGSTON YEARNS FOR JOB AS CORPORATE LOBBYIST


(CNNS,  12/26/98)  --  It  was  widely  reported  last month that
then-selected  Speaker  of  the  House,  Robert  Livingston,  was
reluctant  to  accept  the  position.   Mainstream  news  outlets
reported  that  Livingston  had  been  planning  to  retire  from
Congress altogether  and  seek  work  as  a highly-paid corporate
lobbyist.   But  in  November,  Livingston  acceded  instead   to
Republican Party wishes and agreed to serve as Speaker.

Now that Mr. Livingston has  suddenly made a U-turn, turning down
the job of Speaker and saying he will be retiring from  Congress,
it  is  presumed he will, as heretofore planned, seek work in the
corporate sector as a lobbyist.

Livingston's dramatic U-turn  seemed,  on  the  surface,  to be a
"noble reaction," a "falling on his sword" moment of high  drama.
Following  revelations  that  Livingston  had  had  extra-marital
affairs, congressman Livingston astutely played the situation for
all  it  was worth.  In a brilliant performance, acted out before
his congressional peers and  the  U.S. public, Livingston "nobly"
announced he would not after all serve as House Speaker and would
even be quitting his job as congressman.  Called upon  to  follow
Livingston's  "fine  example"  of  resigning from office was U.S.
President Bill Clinton.

Obviously, Bill Clinton is not the only liar in Washington, DC.

The plot thickened with an announcement by Larry Flynt, publisher
of  Hustler  magazine,  in  which the purveyor of porn vehemently
denied having anything  to  do  with  revelations of Livingston's
marital infidelities.  In a Reuters wire service story, Hustler's
executive editor Alan MacDonell is quoted as follows:  "The  leak
did  not  come  from  us."   ("Hustler Denies 'Outing' Livingston
Infidelities"; Reuters, 12/18/98)

Thus,  contrary  to  what  is  being  ingrained  into  the public
consciousness, the dirt  on  Livingston  neither  came from Larry
Flynt nor from Hustler magazine.

So where =did= the Livingston sex info originate?

Speculation   is  rampant.   The  most  obvious  source  for  the
Livingston  leaks  would  be   the  White  House  and/or  private
detectives employed by the White House.  But according to Sherman
Skolnick, the dirt  on  Livingston  was  first  leaked  by  Cokie
Roberts, a reporter who works for the ABC network.

Cokie Roberts is the daughter of the late congressman Hale Boggs.
Mr. Boggs grew  critical  of  the  Warren Commission report which
tried to cement the "lone assassin" theory of the John F. Kennedy
assassination into the public mind.  (A  thinly-veiled  Boggs  is
portrayed   in  Oliver  Stone's  movie,  "JFK".   In  the  movie,
Louisiana District Attorney Jim Garrison has a brief conversation
with a Washington, DC politico,  in which the politico voices his
private opinion on the Warren Commission report:  "That dog won't
hunt," he says.)  Congressman Boggs died in  a  suspicious  plane
crash  shortly  after  he  became publicly critical of the Warren
Commission  report.   The  notion  that  Cokie  Roberts  has been
rewarded for her silence regarding the  suspicious  circumstances
is  not  far-fetched.   Nor  is the notion that Cokie Roberts has
herself  become  a  deep-level   player  in  the  political  game
far-fetched.

According   to   Mr.   Skolnick,   a   widely-respected,  veteran
investigator into U.S. government "deep politics", Ms. Roberts, a
Louisiana  native,  worked  conjointly  with  Louisiana-based oil
interests  to  circumvent  the  looming  Speakership  of   Robert
Livingston.   Livingston,  says  Skolnick, is himself a native of
Louisiana and is viewed  unfavorably,  by  some, in the mileau of
Louisiana politics.

The true story  behind  Bob  Livingston's  *dramata  persona*  of
"honorable  politician  doing the right thing" is developing.  Of
interest will be who Mr.  Livingston's next employer turns out to
be.  The bottom line is that politics and politicians are  rarely
what they seem.

This has been an interesting discussion. I doubt we're going to find ourselves
all simultaneously agreeing to one single perfect economic solution anytime
soon, but I think it's very important to discuss this type of thing along with

the status quo unless we mentally hack the system, as well as our own

and that we cannot escape Babylon's grip (Babylon as a metaphorical
representation of the United States). You cannot operate a "business" of any
substantial sort without entangling yourself with the government, and you
cannot gain employment legally without paying taxes, which go to support all
sorts of nasty stuff that  people generally wouldn't approve of if they
realized what was actually going on.

The question is, are you one of the few who the system is built to serve, or
are you one of the rabble which the system feeds upon? I guess that's what I
meant by "slightly mixed," in the sense (quoth Noam Chomsky) that we have in
effect a form of state socialism for the rich, with free markets reserved for
the poor. Those who are able to claw their way out of the free market and gain
entry to the "top of the pyramid club" will, on the way, learn all the
bloodthirsty tricks necessary to maintain their prosperous new positions. The
social rot begins to smell like roses; decay becomes new growth; crisis
becomes opportunity. Corporate execs draw $250,000 paychecks with $100,000
bonuses on a bad year (and blow every dime of it, saving surprisingly little),
while the kids in the public housing project down the road have to put plywood
over their windows because all the glass has been broken out.

But the system (any mass system) is perpetuated by building a conceptual "box"
(laws, regulations, social controls, etc.), then tricking and/or forcing as
many people as possible to stay within the box. Automatically the perpetuation
of this system becomes its primary occupation; that's a given. There is no
system that can be built which will be able to withstand the probing of those
who seek to use it to their own advantage.

Maybe the revolution will come one day, but even if it did, would anything new
really come along? The real revolution is within each of us -- the systematic
individual process of eliminating one's own contradictions, false values and
preconceptions. We have been conditioned since birth in a rancid sea of lies,
contradictory messages, dead ends, and greed-inspired motivations. We must
deprogram ourselves, dig deep into our own souls, and determine what exactly
it is we want to do in these 70-some-odd years that most of us are given on
this earth. Only when we have cleansed ourselves of the weaknesses instilled
by years of unconcious programming can we come together as a people and really
build a better society.

And it IS a matter of building alternative systems (while we continue to
resist and expose the evils of the old system). Look at that overpriced
machine sitting on your desk -- yeah, the one that's allowing you to read this
blathering email message, and reply to it if you so choose. It won't be long
until one of these gizmos is a necessary tool for pretty much any type of
economic activity. Go ahead, get rid of the government, extricate yourself all
you want. How the hell are you going to extricate yourself from Apple and
Microsoft (or CrappleSoft, if they ever get around to merging)? How are you
going to send email or check USENET without BellBeast's phone lines?

But technology, of course, is a two-edged sword. There are many, many
potential technological solutions that could help us set ourselves free, but
they must be solutions that are developed and initiated independently of the
established system. We must learn to survive independently in the midst of
Babylon's house, if for no other reason than to prove it can be done. Why not
set up an independent international network of Internet servers based on
packet radio? Why not set up an online bartering system and opt out of the
Beast system entirely? Why not organize corps of volunteer knowledge workers
and guerilla information activists to develop the software and hardware that
would be necessary to set up these alternatives? All we really need is food,
shelter and a little time.

There is no end to the possibilities, if people actually got together and
started DOING something. Again, it's important to debate economic issues as
thoroughly as one might beat a dead horse, but it is also extremely important
to put ideas into action. When our leaders are derelict and corrupt, we must
lead ourselves; when

From where do our rights descend? The Bill of Rights? No. The Constitution?
No. The Federal government? No. The United Nations? Certainly not.

But, apparently, that's what Bill Clinton thinks. For earlier this month, Dec.
10 to be exact, he issued another one of his infamous executive orders -- this
time on "the implementation of human rights treaties." In Executive Order
13107, Clinton sets up a new federal bureaucracy for the purpose of
implementing U.N. treaties, whether ratified by the U.S. Senate or not. And
that federal bureaucracy will implement the treaties on the U.N.'s terms.

Sound like a deal? It gets worse.

Though President Clinton said he issued the order to further his goal of
promoting human rights around the world, it's important to understand exactly
how the U.N. defines "human rights."

That definition is offered in the Universal Declaration of Human Rights, which
talks about the right to freedom of thought, conscience, religion, opinion,
and expression. All good stuff, until you realize whom the ultimate authority
is. Who is the sovereign that imparts such blessings upon the populace of the
world?

The answer to that question is stated unequivocally in article 29 of the U.N.
document, which states: "These rights and freedoms may in no case be exercised
contrary to the purposes and principles of the United Nations."

That pretty much explains who the "massa" is and where the plantation
boundaries end. What a stark contrast between the U.N. Declaration of Human
Rights, and the founding documents of the United States of America. The
Declaration of Independence and Constitution both make it clear that basic
human rights are inalienable, meaning they descend from the ultimate
Sovereign, the Creator, God. Therefore, no human authority, no government, no
criminal, no individual can abrogate or abridge those rights.

Remember, any right government can bestow upon a people, it can just as easily
take away. This is a profound principle Americans have forgotten. The day they
accept the principle that rights descend from government authority is the day
they lose their freedoms. It's as simple as that.

In effect, that is what Executive Order 13107 decrees. It's an attempt by Bill
Clinton to persuade Americans that human rights descend not from God but from
worldly government authorities -- with the ultimate authority represented by
the United Nations.

In other words, the U.N. believes people have the right to dissent, unless
it's a dissent against the United Nations. It reminds me of the old Soviet
model. There it was even more bluntly stated: "There can be no place for
freedom of speech, press, and so on for the foes of socialism." Basically, the
U.N. has rewritten that maxim: "There can be no place for freedom of speech,
press, and so on for the foes of the United Nations."

The U.N. practices what it preaches, too. In Bosnia, the U.N. forces have
seized control of radio and TV stations broadcasting pro-Serbian news and
propaganda. In fact, U.S. troops participated in those raids. How does one
justify such actions under the U.S. Constitution, which explicitly recognizes
the rights of all people -- not just Americans -- to speak their minds and
express themselves freely?

Welcome to the Brave New World of U.N. doublespeak. And President Clinton is
dragging the U.S. deeper into this quagmire than has any other president in
history.

Not only does Executive Order 13107 promote an unworthy and dangerous goal,
but the road to that objective, namely the executive order itself the way Bill
Clinton has employed it, is a corrupt and unconstitutional process.

Executive orders are supposed to be a presidential tool for running the
executive branch of government. Clinton has used them freely during his terms
in office to make policy affecting other branches of government, the states,
and individuals. Now, with 13107, he's attempting to implement international
treaties! Executive orders were never intended to be used as imperial orders.

Once again, though, the only people with the authority to curb the misuse of
executive orders are the members of Congress, who have 30 days from the
issuance of an order to reject it by majority vote. Trouble is, they seldom
bother to read them. And the press seldom bothers to cover them -- even when
they represent sweeping new interpretations of human rights and compromises of
U.S. national sovereignty.

It's time for Congress not only to reject Executive Order 13107, but also to
review, in the context of the ongoing impeachment process, all of President
Clinton's more than 200 executive orders. In both substance and in intent,
they represent one of the worst abuses of power in an administration
characterized by abuse of power.

IMPLEMENTATION OF HUMAN RIGHTS TREATIES


   By the authority vested in me as President by the Constitution and
the laws of the United States of America, and bearing in mind the
obligations of the United States pursuant to the International Covenant
on Civil and Political Rights (ICCPR), the Convention Against Torture
and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT), the
Convention on the Elimination of All Forms of Racial Discrimination
(CERD), and other relevant treaties concerned with the protection and
promotion of human rights to which the United States is now or may
become a party in the future, it is hereby ordered as follows:

   Section 1.  Implementation of Human Rights Obligations.  (a) It shall
be the policy and practice of the Government of the United States, being
committed to the protection and promotion of human rights and
fundamental freedoms, fully to respect and implement its obligations
under the international human rights treaties to which it is a party,
including the ICCPR, the CAT, and the CERD.

   (b) It shall also be the policy and practice of the Government of the
United States to promote respect for international human rights, both in
our relationships with all other countries and by working with and
strengthening the various international mechanisms for the promotion of
human rights, including, inter alia, those of the United Nations, the
International Labor Organization, and the Organization of American
States.

   Sec. 2.  Responsibility of Executive Departments and Agencies.  (a)
All executive departments and agencies (as defined in 5 U.S.C. 101-105,
including boards and commissions, and hereinafter referred to
collectively as "agency" or "agencies") shall maintain a current
awareness of United States international human rights obligations that
are relevant to their functions and shall perform such functions so as
to respect and implement those obligations fully.  The head of each
agency shall designate a single contact officer who will be responsible
for overall coordination of the implementation of this order.  Under
this order, all such agencies shall retain their established
institutional roles in the implementation, interpretation, and
enforcement of Federal law and policy.

 (b) The heads of agencies shall have lead responsibility, in
coordination with other appropriate agencies, for questions concerning
implementation of human rights obligations that fall within their
respective operating and program responsibilities and authorities or, to
the extent that matters do not fall within the operating and program
responsibilities and authorities of any agency, that most closely relate
to their general areas of concern.

   Sec. 3.  Human Rights Inquiries and Complaints.  Each agency shall
take lead responsibility, in coordination with other appropriate
agencies, for responding to inquiries, requests for information, and
complaints about violations of human rights obligations that fall within
its areas of responsibility or, if the matter does not fall within its
areas of responsibility, referring it to the appropriate agency for
response.

   Sec. 4.  Interagency Working Group on Human Rights Treaties.  (a)
There is hereby established an Interagency Working Group on Human Rights

Very interesting discussion. It reminds me of the "investigator" who
discovered that the famous photo of John-John saluting as his father's
body - resting on the hose-drawn caisson - passed him. The
investigator discovered that John-John was actually saluting a
serviceman [I can't remember which branch]. My reaction then is the
same as it is today: TMI [TOO MUCH INFORMATION!]

Most people who are fairly well-read are fully aware of the pagan
history behind the various "holidays," however that doesn't mean we
need to turn into Scrooge at the mention of Jesus. I am also aware of
the root of the word "holiday," however y'all are missing my point:

Why do newscasters always refer to Ramadan and Hannakah as "Religious
observances," while Christian observances are always "holidays?" Isn't
that their bugaboo, "discrimination?"

Secondly, please don't blame Mike. He didn't write that note [Lord,
you would think it was an attack on the US Constitution or Old
Glory!]. He simply was included in sending everybody his SINCERE
wishes for a happy and blessed season.

Understand something: We come from the old school, when it was
considered GOOD to wish people well - and WE ARE NOT POLITICALLY
CORRECT. NOR DO WE WISH TO BE!

We are not attacking. Why are you?

P.S. I was including Hannakuh for the benefit of our Jewish friends -
and they generally celebrate throughout December - just as the

[CTRL] British ET Exposure law - help required

In early 1996 - the press announced that the UK had introduced an
ET exposure and quarantine law - rather like the US Federal legislation
which was repealed.
However making various enquiries, I find that I have been unable to
see this legislation - even 2 registered letters to the Ministry of
Defence Whitehall library went unanswered and follow up phone calls
fruitless.

This UK law may be easily accessible in the States, under the Freedom
of Information Act - a political event which has been buried after
UK election promises by Blair.

Can you get me a Copy so that I can network it - for the benefit of
many people in the UK who may have been 'exposed'

which briefly discusses potential rivalry between Europe and the USA.

The picture next to the contents section clearly shows Germany as the
largest
and most important power.

Of further interest, it shows Scotland as independent and on the same level
as
the other countries. I listened to a lecture by Sir Laurence Gardiner some
months ago - he has drafted the constitution for an independent Scotland and
for
the Stuarts to become the legitimate ruling monarchy by default.

A recent edition of the Australian Financial Review had an article which
contained a paragraph on how that fabian socialist (and therefore
anti-British

Anyway, another interesting magazine cover was Time, 25 June 1990. Its title

"Germany. Toward Unity". It showed a tree which had been hewn down, but two
branches on either side had regrown into a single tree (this reminds me a
little
of Dan 4:23).

commentary=cc: Article V of the Bill of Rights says that "No person

implies our founding fathers authorization of the death penalty.

cc: I'm sorry but the Pope is meddling in US politics and our
Constitution. It is probably bad manners to criticize the Pope... BUT: I
believe this is just plain wrong.

cc: Will the Pope cause a crime wave by setting the prisoners free? -
Should we send them to the Vatican - COD?

cc: There is no mechanism or LAW passed in most states to keep prisoners
indefinitely without "Life Without Parole," and it is unconstitutional to
pass ex-post facto laws OR change the punishment after the fact... its the
LAW. Removing DEATH Sentences in States buy decree from the Federal
Government will pervert the Constitution AND put murderers on the street.
It has HAPPENED before where murderers were given clemency, sentences were
reduced, and they got out and MURDERED again.

Square holding banners against capital punishment, the Pope said: "I
repeat my appeal to defend MURDERERS! human life and ban the death

ever for an end to the death penalty. The Pope will hold talks with U.S.
President Bill Clinton in St Louis on January 26. This is NOT his job -

attention which they deserve..." WHAT? I'm getting a VERY bad feeling
about this Pope, didn't he learn anything from Communist Poland?

earlier to journalists which read: "...God willing, I shall inaugurate the

HIS version of the Bridge to the New Millennium, the Global Village or the
New World Order? This is scary from the Pope."

cc: It is sad that the POPE is emphasizing a Governmental Solution for a
moral problem for which he SHOULD BE leading the fight. Did we hear the
Pope say Thou shalt not Steal, or thou Shalt not Lie, or thou shalt not
Commit Adultery, Mr. Clinton, and love the Lord your God... the problem of
preventing sin (crime) is a moral dilemma. The State PUNISHES criminals
after the fact, which may at times dissuade crime, but religion and morals
PREVENT it. If I hear the Pope, he wants governments to change their laws
to conform to a problem he isn't addressing, the loss of moral character
associated with godless and lawless sinful people. This is the issue he
should be addressing, not how to fix government, but how to repair sinful
mankind through the redemption of Christ. Instead, he wants to lower the
bar and apply a human solution to a spiritual problem.
