incubation status is not necessarily a reflection of the completeness or
stability of the code, it does indicate that the project has yet to be
fully endorsed by the ASF.

Bertrand,

I'm moving to the next step of improving podling lifecycle by eliminating the
hand editing and the whole podling status page as it is in SVN. Based on how
this plays out I may move the clutch files. Let's see how that goes.

The PPMC community vote[2] resulted in 64 +1 votes and no 0 or -1 votes,
further details about the project and what has been done is found in the

We have had a long and eventful incubation period and are looking forward

No, they do not need to sign another ICLA.

As soon as the project LDAP is created they can be added to the PPMC.

Here is a checklist:

• LDAP
• DNS
• Mailing lists created
• Mailing list signups
• Roster complete
• ICLA for initial committers w/o apache accounts
• Accounts requested for new apache committers
• All initial committers added to the PPMC
• Code repository ready

Name Search for DataSketches

2019-04-09 Thread leerho
Folks,

   - I notice that DataSketches name search
    has been
up for a week with no comments. Is it time to get it approved?
   - I have a separate question about Initial Committers and ICLA: We have
some committers that are already committers on other Apache projects, do
they need to sign another ICLA for this project?

[VOTE] Recommend 'Apache NetBeans graduation to Top Level Project' resolution to board

2019-04-09 Thread Geertjan Wielenga
Hi all,

The Apache NetBeans podling community brings the resolution, after
discussion[1], to become a top level Apache project up for the IPMC vote.
The PPMC community vote[2] resulted in 64 +1 votes and no 0 or -1 votes,
further details about the project and what has been done is found in the
related discussion thread[1].

We have had a long and eventful incubation period and are looking forward
to graduating and continuing our development and community work with and
around Apache NetBeans.

The vote is open for 72 hours, assuming that at that stage there are at
least 3 +1 votes and nothing left open for discussion.

Thanks,

I agree that drive-by comments are sometimes a problem here but I
don't think they necessarily correlate with people being on the IPMC
or not.

IMO the problem is people commenting on topics that they are not
involved in, without checking prior comments or the prior history of a
given discussion.

So maybe

***
What seems less helpful in some cases is 'drive-by' comments, where
people comment without necessarily checking prior facts or history,
and also sometimes leave discussions hanging. We should all be careful
in the relatively vast "Incubator space" to inform ourselves about the
actual context of the things we are commenting on, and we count on
mentors, who are closer to their podlings, to set things straight when
such comments are made.

Re: Draft incubator report

2019-04-09 Thread Julian Feinauer
Hi,

thanks for your clarification. I can only speak for myself and I try to involve
in discussions where I think I can be helpful or where I have a strong opinion
(usually from the podling perspective).
But, of course, I do not want to disturb things or annoy people on these lists,
so I was a bit confused by the sentence, as it is, indeed, a public list.

If its these "drive-by comments" that arre annoying then I would name that so,
e.g. "What seems less helpful in some cases is involvement of non-IPMC members
which drop comments and leave the discussion then."

But, I can also live with your clarification.

Re: [VOTE][LAZY][IP CLEARANCE] Sling Journal-based Content Distribution

Hi,

> How would you suggest that we proceed?

I think it fine, just continue with lazy consensus and unless someone raised an
objection all is good.

It's just not easy to check anything once the readers have been replaced, but
we can just assume anything with an ASF header had a different header on it
before the donation.

Ack. My understanding is that the source code has been "offered", for
lack of a better word. The ASF has yet to "accept" it, which is the
point of this vote.

I have also looked at a few recent contributions

-
http://incubator.apache.org/ip-clearance/openwhisk-composer-python.html
- http://incubator.apache.org/ip-clearance/felix-system-readiness.html

All of them contain 'Licensed to the ASF' headers. So this seems to be
the actual practice.

How would you suggest that we proceed?

Thanks,

Robert

Well we can’t stop them from being involved, and nor IMO should we, it is a
public list after all. And most of the time they can be useful and helpful,
it's just in some cases they are not. it was more a summary of the several

Justin just pointed out that the section:

“RESOLVED, that the initial Apache PLC4X PMC be and hereby is tasked with
the creation of a set of bylaws intended to encourage open development
and increased participation in the Apache PLC4X Project; and be it
further”

should be omitted and not taken over into the final resolution.

Re: Draft incubator report

2019-04-09 Thread Julian Feinauer
Hi Justin,

thanks for the report. I agree with all thats listed there, but theres one
passage which I dont understand or which makes me think... it is:

Having a smaller IPMC was discussed, it was suggested that anyone not
signed up to the private list be removed from the IPMC. This was looked
into and people who make infrequent contributors are still helpful and make
useful contributions. What seems less helpful in some cases is involvement
of non-IPMC members on this list.

The last sentence indicates that non-IPMC members should not involve on this
list? Is this the case?
For me it reads like we as non-IPMC members should calm down on this list. Is
this so?

Sorry I think the documentation you followed may be a little misleading, as the
ASF doesn’t claim copyright, and if the headers have been updated it's sort of
hard to check IP clearance :-)

[VOTE] Recommend 'Apache PLC4X graduation to Top Level Project' resolution to board

2019-04-09 Thread Christofer Dutz
Hello,

The Apache PLC4X podling community has successfully[0] voted[1] to
graduate to a top-level project (Even seem to have mis-counted the +1 votes).
Accordingly, I'm bringing the resolution up for an IPMC VOTE.

The podling vote result was:
Overall: 9 x +1 votes, 0 x -1 votes

8 binding +1 votes: Christofer Dutz, Tim Mitsch, Julian Feinauer, Greg Trasuk,
Sebastian Rühl, Justin Mclean, Markus Sommer, Stefan Bodewig
1 non-binding +1 vote: Andreas Oswald

No 0 or -1.

Since entering the Incubator in 2017, the Apache PLC4X community has:
   * sent 1.908 emails by 57 participants in the mailing lists [2]
   * successfully produced 4 project releases
   * setup a complete website including project documentation
   * added 4 new committers/PPMC members
   * built a diverse group of committers from multiple different employers
   * had more than 108 JIRA tickets opened with 59 closed (Open ones are mostly
marker issues)
   * completed the project maturity model with positive responses [3] (except
where it contradicts the incubator rules)

Here's my binding +1. The VOTE will run for at least 72 hours.

Thanks & best regards,
  Christofer Dutz

Unfortunately the links to the KEYS, sigs and hashes are incorrect.

The dist.apache.org server is not intended for public use.

Instead of

please use

Similarly all hashes and sigs need to link to

Yes, the original source headers have been replaced. This was done to
satisfy the following item in the Copyright section of the IP clearance
doc:

-8x-

Check and make sure that the files that have been donated have been
updated to reflect the new ASF copyright: done, all source code files
have the ASF header in the supplied archive.

[ANNOUNCE] Apache Dubbo Spring Boot (incubating) 2.7.1 released

2019-04-09 Thread Mercy Ma
Hello Community,

The Apache Dubbo(incubating) team is pleased to announce that the Dubbo
Spring Boot
2.7.1 has just been released.

Apache Dubbo™ (incubating) is a high-performance, java based, open source
RPC framework. Dubbo offers three key functionalities, which include
interface based remote call, fault tolerance & load balancing, and
automatic service registration & discovery.

Both the source release[1] and the maven binary release[2] are available
now, you can also find the detailed release notes in here[3].

If you have any usage questions, or have problems when upgrading or find
any problems about enhancements included in this release, please don’t
hesitate to let us know by sending feedback to this mailing list or filing
an issue on GitHub[4].

=
*Disclaimer*

Apache Dubbo is an effort undergoing incubation at The Apache Software
Foundation (ASF), sponsored by the Incubator. Incubation is required of all
newly accepted projects until a further review indicates that the
infrastructure, communications, and decision making process have stabilized
in a manner consistent with other successful ASF projects. While incubation
status is not necessarily a reflection of the completeness or stability of
the code, it does indicate that the project has yet to be fully endorsed by
the ASF.
