PANAJI: A Nigerian was killed brutally in a group clash at Parra, Bardez,
in what is suspected to be over drug trade in the coastal belt of north Goa.

Infuriated by the murder, several Nigerians are agitating demanding arrest
of the assailants.

Police sources said that the attack took place in Parra (around 15 km from
here), which is a hub of Nigerian activities for quite some time now.

A big gang descended at Parra where many Nigerians stay - in four and two
wheeler vehicles and attacked a group of Nigerians with weapons. Some of
the Nigerians were on bikes when they were attacked. One was hit with a
dagger so severally that he breathed his last there itself. Five others
were injured in the attack before the assailants fled from the scene.

Other Nigerians who rushed to the spot on hearing about the ghastly murder,
refused the police to take the body for post mortem demanding that the
assailtants be arrested first.

Senior police officers and deputy collector had rushed to the site.

Panaji: A Nigerian was found dead with stab wounds in Mapusa town near
here, triggering protests from around 200 Nigerians who blocked a road on
the city outskirts and allegedly attacked a police vehicle on Thursday.

At around noon, the Nigerians attacked the police van carrying the body of
their fellow national with sticks at Porvorim junction, police said.

They removed the body from the van and kept it on the road, thus blocking
the entire traffic in the area following which a huge traffic jam occurred
there, they said.

As the situation turned volatile, police force was rushed to the spot.

The Nigerian in his mid-30s was found dead with stab wounds last night in
Mapusa town near here.

Panaji, Oct 31 (IANS) Fifty-three Nigerians were arrested after an irate
mob of nearly 200 Nigerians held Goa's lifeline, National Highway-17,
ransom for nearly four hours, protesting the murder of their compatriot.

The opposition in the state as well as civil society groups said Goa Police
had failed to maintain law and order, and were cowering in the face of the
onslaught from the Africans.

The incident forced Goa Chief Minister Manohar Parrikar to start a special
drive to identify all foreigners illegally staying in Goa, with a view to
deporting them.

The bare-torsoed Nigerian nationals, who had blocked the highway, were
demanding that the Nigerian ambassador in India be flown to Goa, claiming
that Nigerian nationals were being targeted and even murdered with police
complicity.

The blockade occurred hours after Obina Paul Obiwesi was founded stabbed to
death in Parra, a village adjoining the beach village of Calangute,
notorious for being Goa's narco-tourism industry's capital.

Chief Minister Parrikar said that the murder was a possible fallout of an
inter-drug mafia rivalry.

It is assumed that the murder was a result of drug dealing. Police are
investigating that angle, Parrikar told a press conference Thursday
evening.

Earlier in the day, in a dramatic fashion, 50 Nigerians on two-wheelers
intercepted a police van carrying the deceased Obina and smashed the
vehicle's windows. They then dragged the body of their compatriot to the
highway, where it was dumped to stop traffic on the busy route.

The number of Nigerians engaged in the blockade of the highway soon swoll
to more than 200, and scuffles broke out between local people and police.

The police took more than a couple of hours to clear the road, and the
situation worsened as residents of the area brutally beat up two Nigerians,
who were admitted to the Goa Medical College Hospital with serious injuries.

Parrikar said the episode came as a reminder of the action that needs to be
taken against foreigners staying illegally in Goa.

Everyone who is staying here illegally will be deported without fail.
These are my clear directions to the police, Parrikar said.

Anyone who operates a dance floor, discos, pubs or (any other) joints and
gives support to foreigners illegally staying here without a visa will be
acted against, Parrikar said.

State Congress president Subhash Shirodkar said: The police were like
dolls in front of the Nigerians. It is a matter of shame. The government
needs to pull up its socks.

Social media went into a tizzy over the incident, and celebrities as well
as common people vented their ire on Facebook.

The police should cancel all their visas and throw them out of India.

of it. Is he entirely quoting others or are some of words his own thoughts? For 
instance: Was it 'galling' to him or to the indigenous population that wealthy 
Ugandan Asians were given back their properties? Furthermore, IF the Goans were 
essentially in the professions, how were they run out by the 'Patels' ?

e: Your intervention should remind us that it is prudent to seek more info from 
'as many' before scripting a post about others. He would have benefited much by

To begin with, only the law ensures equality to all. 
Have these guys lost it. This seems to be an outpouring of frustration and 
anger, tapping into the so called anti Bammon feeling. This article works very 
hard to create a divide in the Catholic community. Certain sections know the 
stalwarts and pillars of Konkani are in the south, what better way to crack 
this Konkani Bastion. 
To begin with there are no Hindu Bammons, they are Brahmin. Bammon is the term 
used for Catholic converts. The Brahmins do not consider Bammons as true 
Brahmins but accept them as less or lesser equal. This being a typical goan 
phenomenon. 
   Mahalsa Pai and Timoja Nayak wanted a hindu ruled state or a state aligned 
with a hindu King. Nowhere does it state that they or anybody else wished to 
turn Goa into a 'Bammon' state. 
   During the Portuguese rule from 1510 to 1961,  Bamonns of Goa learnt the 
Portuguese language and benefited from the Portuguese rule for education,jobs 
and other areas of life.  the term Bammon again being a reference to 
Catholics. Such statements have always been spouted by those who are violently 
anti Catholic. This shows the mindset of the MRA.
Romi Konknni and Marathi, were the two Indian languages which were popular 
in Goa as written languages and used for all spheres of life such as religious, 
spiritual, cultural, literature, educational, etc.  this is outright bull. 
Konknni has always been the language of Goa. Prior to the arrival of the 
portuguese the script used was Modi and Halekannada, this is possible as for 
most of its recorded history Goa was ruled by kings based in present day 
Karnataka, prior to this the Modi script was prevalent across Large parts of 
India. It was only because of the suppression of Konknni by the Portuguese that 
the script disappeared. There are ample proofs that the Portuguese torched 
stacks of Written knowledge these Tomes were written in Modi and Halekannada 
and no mention is made of Marathi. Only after this Konknni Holocaust, that 
Marathi was used in religious matters in Goa. If I am not mistaken the Modi 
script was far more widely used then Devnagiri.
The first Marathi inscription written in 1236 is found on a copper plate at 
Kasarpal of Bicholim Taluka. Does this imply that the whole of Goa spoke 
Marathi? A cross was found in Sancoale which has been dated as Pre Portuguese, 
does this mean that the whole of Goa was Christian before the arrival of the 
Portuguese? 
Portuguese missionaries were the first one to start the written tradition to 
Konknni in 1556. They used the Roman script to write and print Konknni. Since 
then, Romi Konknni developed as a written language. Till then Konknni was only 
a spoken language and it had no written tradition. On the one hand they 
destroy the written records then have so much love for Konknni that they start 
a whole new script? What was the need? The only reason being their plan of 
conquest. Change the very culture of the converts to pro Portuguese, they did 
this by
1) forcing all converts to change their surnames and live separately not in 
joint families.
2) forcing the converts to change their attire to a European fashion
3) banning hindu festivals so that catholic converts would not participate in 
the same
4) ensuring a different form of worship and different design of homes and 
churches
Last but not the least change their script to a European one. Obviously Konknni 
was a robust language and the Portuguese realised that to gain complete 
supremacy they had to Destroy the language. Why burn the books if they were not 
a threat. Konknni being a main uniting force between Hindu and Catholic was 
destroyed so as to further separate the people. Without doubt Konknni had its 
own script or scripts and was a dynamic and uniting Language.
 All the known scholars and linguists have said that the inscription is in 
Marathi.  In Tanjavore temple in Tamil Nadu there are plenty of Marathi 
inscriptions in the Devanagari script. This only proves that there was a lot 
of trade during those days. Land measures till date in Goa are of sumerian 
origin. Does this mean that we were ruled by Sumer, or that the sumerian 
language was spoken widely in Goa? The Phoenicians, Arabs, Romans traded 
extensively in with Goa based merchants and there will be various inscriptions 
if one searches, but were their languages widely spoken. 
In 1987 a Konknni dialect (Devanagari Konknni) of approximately 2% of 
Goans, namely the Bamonn community, was declared as the Official Language of 
Goa through their manipulative methods!  this again is misleading. The 2% 
refers to Hindu Saraswat Brahmins. As I mentioned earlier Bammons are not 
counted as brahmin and therefore counted as Cathloic not Brahmin.  I am 
in absolute awe, 2% manipulating 98%? These guys should be governing India. 
With such brilliance they will soon conquer the world. How did Mahalsa Pai and 
Timoja who belonged to the Saraswat community

Looks like all panels appointed by the government in matters of 'pricings'
think that 'they will not get their bread and butter' unless they propose a
substantial hike! 

What I find amusing is that none of these panels ever go into digging out
the actual cost of production, cost of raw materials, and the profitability
that must/should be allowed! All they do is 'coming out with
recommendations/proposals of hiking the existing price with shallow
explanations!' Read the appended article and other details provided in the

The Kirit Parikh committee, asked to revisit the pricing methodology of
petroleum products, has recommended to the government an increase of Rs 5 a
litre in diesel, Rs 250 a cylinder in LPG (cooking gas) and Rs 4 a litre in
kerosene with immediate effect. The suggestions are likely to be considered
at the cabinet by December.

It also suggested a cap on diesel subsidy by oil marketing companies (OMCs)
at Rs 6 a litre, which along with the rise it recommends would collectively
save at least Rs 40,000 crore of the government's subsidy burden.

On the tussle over export parity pricing for OMCs between the finance and
petroleum ministries, the panel recommended against any change in the
present trade parity pricing formula, despite a note on its stand from the
finance ministry.

At present, the prices of petrol and diesel are calculated by taking into
account 2.5 per cent Customs duty to the refinery gate price, along with
freight rates. The finance ministry wanted to save Rs 13,000 crore on
underrecovery every year. We found that there is hardly any difference
between EPP and TPP. Hence, it was suggested that since the government has
already decided to eventually free the diesel price, there is no need to
tinker with the existing pricing formula, which, even if modified, will not
solve the problem of mounting under-recoveries incurred on sales of
controlled products, mainly due to high international crude prices and
depreciation of Indian rupee, Parikh said.

The committee, headed by former planning commission member Parikh, had P K
Singh, joint secretary from the petroleum ministry; S Garg, joint secretary
from the finance ministry; IIM Ahmedabad professor S K Barua and petroleum
ministry joint secretary R K Singh. According to petroleum ministry sources,
the recommendations of the committee would be taken up before the cabinet by
the end of November or early December.
While pinning hopes on the Direct Benefits Transfer programme for transfer
of susbsidies, the committee suggested that the price of subsidised domestic
LPG be raised by Rs 250 a cylinder immediately and the balance subsidy be
phased out over the next two years through a gradual price increase.

The limit for subsidised cylinders be reduced from the present nine to six
cylinders per annum to each household and the DBTL scheme be restricted to
identified families based on an exclusion criteria

Meanwhile, it has suggested a fresh formula for upstream companies such as
Oil and Natural Gas Corporation and Oil India under the New Exploration
Licensing Policy regime on a slab-based discount scheme. If the crude oil
price is below $80 a barrel, the upstream contribution would be 40 per cent;
between $80-120 per barrel, it would be 40 per cent, adding 0.25 per cent
for each $1 barrel increase beyond $80 a barrel. If prices are above $120 a
barrel, the upstream contribution was suggested at half the crude price.

New York Jews including the Orthodox and Ultra Orthodox are the most 
politically organized community in the United States. And since we are talking 
of the US, that is saying something.

Knowing this, every one wanting political office in the New York, New Jersey, 
Connecticut area, must get their active approval. New York's Jews however are 
open minded on most issues. They have helped New York's 700,000 muslims get 
organized to push their community issues. Previously the Muslims had no voice. 
For example when they were indiscriminately watched by police and other 
security agencies it was the Jews who raised their voices against these 
illegalities and profiling. It was the trigger for the Muslim community to 
start the coop  process.

There are many active and socially conscious Goans and non-Goans in Goa who 
have tried to organize themselves against the multitude of ills that beset the 
place, but eventually they seem to fall by the wayside divided by greed, 
external manipulation or ego.

No better reason than to seek the help of the New York Jews for whom funding 
themselves for all expenses incurred on coming and staying in Goa during the 
time they help concerned Goans to organize themselves, would not be an issue.

I think it would be a great opportunity for Floriano and the Goa  Suraj who are 
primarily social changers before being merely just another political party, to 
seriously look into such co-operation.

Supreme Court judgement on bureaucracy

The highest court of the land has felt the pulse of the people and the
suffocation in the administrative forces. It has ordained that the
political interference in heir functioning must be stopped. The bureaucrats
must also have a fixed tenure of service. The bureaucrats must not succumb
to oral orders and adhere to probity, and display integrity in their
functioning. Besides the officers of this cadre must be sensitive,
responsive and adhere to laws.

It has been a common observation that uncomfortable, unpliable officers are
perceived as a threat by the politicians, who feel insulted and
disrespected when officers turn down their unreasonable and often illegal
demands. Oral orders are deniable in case of legal scrutiny and blame can
be solely attributed to the officers of having acted on with malafides.
Frequent transfers, even in the middle of the night is a discrete measure
of showing the powers of the Legislature bosses thereby intimidating,
 terrorising, pressurising, victimising  and shattering their will, as well
as blotting their career prospects, The agony is also shared by the
immediate family and shock waves touch the whole family .Those who refuse
the will of the majesty have to pay a heavy price .The outstanding courage
of Ashok Kemka, Kiran Bedi, Durga Nagpal, P.C Parak has come in for
sympathy as well as accolades from the public and the media far from
accepting the will  of the politicians intending to make an example and
silence the others who will dare. ,Many others have valiantly refused the
temptation, but have not received public focus , lime light and victimised
by the authorities The steel frame of IAS, IPS, IFS etc is  reduced to
mere straw frame .There are service and conduct rules that are breached
with impunity. The Associations of cadres rarely show their determination
to seek justice.  The Legislation in Maharashtra in 2006 offering a fixed
tenure of 3 years and transfers only in May / April are mere paper tigers

Will the orders of S.C be implemented or will the parties jointly bring
about amendments to circumvent and deny the orders. They have already
sounded alarming bells of caution that the Legislature with the C,M have
the right to transfer in so called undefined exigencies and that no one
will be able to take away this privilege. Hence they will not relinquish
this power of transfers, sometimes sought for pecuniary gains also. The
politicians are citing isolated cases and dangers from ideologies,
individuals as well as organisations and need to counteract such divisive
forces. The misuse and abuse is what is being questioned and not exceptions
.The blame is shifted on bureaucrats for routine transfers, but actually
motivated , inspired by politicians taking shelter under oral orders .The
RTI act has given right to even provide file notifications, but only in
written orders it will be effective

To day the media, RTI Act, Court intervention, and vigilant public opinion
can ensure that such acts will not be tolerated and the S.C judgement will
have to be operational sooner than later Implementation with unrelenting
politicians can always be a hindrance, as it is with all sensible,
meaningful laws in existence.

Thus the fixed tenure, written orders, less of political interference under
Art 32 will usher good functional stability and responsible conduct The
land mark judgement will unshackle the bureaucracy, ushering in
administrative reforms, freeing them the worries and torments of frequent
transfers by the political class The dawn of elections and fears of
backlash may momentarily silence the politicians from taking a hasty
decision and retreat tactically.

Is this really the case in democratic India, Nelson?

If you confirm it is, then the last bastion - the courts - has fallen.

It is one thing to change the law in order to better reflect the will and well 
being of the people. It is quite another to bring in amendments to destroy the 
spirit of the court's orders.

The Supreme Court should take upon itself to strike down such amendments and 
laws and provoke a constitutional crisis since the corrupt leguslators will no 
longer be able to abide by this bright light shining on them. 

Something drastic must happen either from the courts or from the people 
themselves. The status quo so beloved of Manmohan Singh will destroy India.

[Goanet] Only in Kanata - High Grounds

Two scandals are rocking us right now. One in Toronto on the municipal stage 
concerning the mayor and one in the Upper House in Ottawa that involves a 
senator and the prime minister.

As scandals go, this is rich fodder for the media but it has none of the 
taxpayer taken for stratospheric rides for personal gain features that mark 
scandals in India's coal-gate, telecom licences or fodder scams. 

In the case of the Mayor whose teflon quality (shades of gangster John Gotti) 
finally seems to be wearing out, it concerns him cavorting with all sorts of 
unsavory characters like drug dealers and a murder convict tow truck operator 
to feed his own questionable habits that so far has not affected his running of 
the city. 

In the case of the prime minister, it concerns his party's senator whose hand 
was caught in the cookie jar claiming reimbursement for expenses that he didn't 
incur or was not entitled to. The faux pas here was that the pm tried to cover 
it up but now denies all knowledge of his involvement. No politician ever 
learns from Bill Clinton's lesson of admit it and apologize right from the 
start.

Inspite of seeming all innocent like, this country like the United States does 
have it own financial stinks that make individuals rich, but it happens on a 
level that few see and the press cannot lay their hands on some kind of proof 
which if absent, will destroy cred and hit them with liability. 

Can't help comparing the mayor's, senator's and prime minister's flu-like woes 
to their Indian counterparts' late stage cancer, but the only ones who worry 
are the ones with the flu. A matter of who has the conscience I suppose.
