 PANAJI: The Speaker, Mr Pratapsing Rane has directed the staff of the
legislature secretariat to serve fresh summons on Francisco Xavier Pacheco
alias Mickky, the beleaguered former tourism minister now in police custody
at Calangute police station, to remain present for the assembly session
beginning on Monday next.

Mr Rane also told the legislature secretariat staff that, if necessary, the
Criminal Investigation Department should be told to ensure that Pacheco be
allowed to attend the House proceedings while the assembly session was on.
The Speaker further stated that every member of the House has the right to
attend the proceedings of the House and that Pacheco being a member of the
House and a former minister who resigned while the assembly was not in
session has the right to make a statement before the House.

Our national emblem has engraved Satye Mavye Jayathae, but everyone seems to be 
hiding,manipulating,suppressing or burying the truth! This is openly done when 
Minutes are wrongly recorded and as evident in the ruckus at the recent 
Benaulim Gramsabha over Affidavit on Garbage, a serious problem all over Goa. 
Personal example: when I alleged, inter alia,that the  Consumer Protection 
Council meetings are not held and conducted as per the Act. The learned 
Advocate General affidavit simply stated that everything was being done 
correctly now. That effectively buried the matter. No censure or punishment 
whatsoever. That is the main problem! What is worse ,when I  brought up the 
matter at a hurriedly called  Council Meeting,no discussion as the matter was 
sub-judice, and even later, they hide under the Court had decided, and now all 
my allegations are out of bounds for information/discussion or clarification. 
Which citizen can waste his time and money
 duelling with government in Court?Democracy requires making truth powerful and 
power truthful! Rule of law and not making the law an ass.
 
We all seem to go round in circles. Going to jail is not a picnic? Human rights 
does not mean "biryani" and perks in jail, so in general, criminals would 
rather be looked after in jail than not steal etc,work hard to make a living 
and be a law abiding citizen.Correctional Institutes and human rights are much 
debated and some jails abroad are like five star correctional places, monitored 
by psychologists and human after his statement,like the NCP waiting in the 
wings to subvert the law for their colleague, perhaps the Assembly will decide 
his statement  must now nullify/modify further police procedures.Legislators 
make laws and they generally in India, do not apply to them!  The Karnataka 
Assembly has Legislators not adjourning and sleeping overnight in the Assembly 
to force the government to act against illegal mining! The rise of corruption 
is inversely proportional to good governance.There is a growing trust deficit 
between the government and the
 people! Maoists,Naxalites,stone pelting,Bundhs,violence and terror.
 
Like Remo says India I cry for you! Look at  disintegrating River Princess, 
Police-politicians-Drugs nexus investigation , the police Bill to become 
law,the bleeding land and it's hardpressed  citizens.
Goa we weep for you?

Sir,
The Catholics in Goa have much to ponder upon as pointed out by Arwin 
Mesquita, UAE in the letter to Editor titled 'Answer within' which was 
published in GT (12/07/10). The Catholics of Goa have time and again been 
dubbed anti-nationals, goons and immoral by some enlightened forces within 
goan society. Now the catholic perspective by Mr. mesquita shows that they 
pray, fast, teach their children right from wrong, and then in hypocrisy do 
the very opposite.
Looking back to the time of liberation from Portuguese rule, it is perhaps 
fair to question the political morality of the Catholic community in Goa 
ever since. They were never in favour of the pro-merger political party, the 
MGP which ruled Goa for over 20 years, and were terribly wrong in opposing 
Goa's merger into Maharashtra in the 1968 Opinion Poll.  Thereafter, it were 
these Catholics who demanded that konkani be made the official language of 
Goa at the cost of marathi. Soon thereafter, the Catholics demanded 
Statehood which was an even bigger mistake. It was the catholic community 
that took an anti-national stance in opposing the present Konkan Railway 
alignment that brings in hordes of migrants and criminals every day and they 
were unpatriotic by not purchasing bonds floated by the KRC and marketed by 
BJP and MGP. As if this was not enough, the Catholics worked against 
development of the State by opposing the setting up of the meta-strips plant 
at Verna and the Nylon 66 plant at Keri. The latest blunder committed in 
2007 was to oppose the Regional Plan 2011. These hypocritical Catholics 
just disrupt the Gram Sabhas and oppose the mega projects which hampers 
village development and progress and causes tremendous loss to builders and 
contractors. The 20 or 30 percent of goan catholic voters have brought 
nothing but political disaster to the State of Goa by sending 13 Catholic 
MLAs ( merely 32% ) to the 40 member Legislative Assembly. Catholics have 
time and again acted hyprocritical inspite of being in a minority and done 
the very opposite of what other goan communities have wanted since 
liberation, thus setting a bad example. Isn't it so, Mr. Mesquita?
Perhaps, as rightly pointed out by Mr. Mesquita,  Catholics now need to 
consider a new beginning, after all the mistakes of the past 50 years, and 
stop / avoid being pro-active.

Aires, You hit the nail on the head.

All these Commissioners postings and Chairmanship awarded to their
Chamchas is a waste of the tax-payers money. Instead the Goa
Government needs to heed the voice of the people and fulfill the
legitimate wishes and mandate for the betterment of Goa and Goans!
What we see is all these con-schemes and grand plans to fill their
pockets and destroy Goa!

 That useless NRI Commissioner has put out a lengthy explanation on
Goanet that is all rubbish.  Come to think of it from previous press
reports, in a dictatorial fashion he had you expelled from the
Non-resident Goans meeting in December 2006 at the Cidade de Goa. That
jamboree by the way was a colossal waste of the tax payers money and
we know it was all to benefit the Cidade de Goa with no benefits or
outcome from that meet . We saw subsequently even the Supreme Court's
ruling being over-turned by the Goa Government to benefit the said
Hotel owner and we all know why!

>From the press reports subsequently when others in the room had
questions on the Regional Plan for Goa he gave some more useless
arguments which led to Arwin Misquita and several other delegates
walking away in protest at his high-handedness when he ordered them to
 leave for no reason as he couldn't handle some tough questioning!

At that meeting where the press was present the then CM Pratapsingh
Rane was all in tremors and fear of the grilling and projecting this
current incumbent as he couldn't face the salvo on the Regional Plan.
Digu-kaka with all his grinning Cheshire cat act is nothing but a cat
among the pigeons and used to giving some placating and soothing
advice for the moment buit has his own devious plans up his sleeve for
his own benefit and his coterie of corrupt Ministers.

Three years down the road, and with still more useless expenditure
from the NRI Commissioner and various other Commissions and no
Regional Plan in sight the jamboree continues. The current Government
continues to pull a fast one on Goans. Ministers are hand in glove
with the Directorate of Panchayats, Town and Country Planning,
Forestry Department as the real-estate business is a lucrative one so
that they can milk Goa. Ministers blatantly are using the Government
Machinery to favour their own and the Panchayats dance to their merry
tunes.

In the meantime the Government can find more schemes to swindle and
waste the tax payers money while destroying Goa!

I'm attaching a previous e-mail with some devastating and painful
images of what's happening to our Coastal villages of Goa that Rajan
Parrikar had posted sometime back on Goanet. I'm sure Rajan Parrikar
and JoeGoaUK and others will have more pictures of destruction and
damage that is being caused to Goa's environment. Are we surprised to
see the news item about the coastal erosion that has resulted due to
these uncontrolled mega-projects?

You would have seen the report in Herald on the mega-project in
Cansaulim as well as in the Times of India. Mega-projects like the
"Gonsalves-Dias Gates" that so called thugs like AbooBakr Shaikh
masquerading as builders and intimidating villagers, widows and the
elderly on the basis of the support and backing of the Power Scam fame
MLA and his builder cousin (of the Queeny Realty fame) are rampant all
over Goa from Cansaulim to Carmona. More con-schemes continue and are
still in the making. As for the Goan villagers as this current
Government says they can all be gated and boxed out of their own lands
while Goa is sold down the river.

What we need is not a flying squad but to expose why the present Goa
Government is not willing to heed the wishes of the people more than
three years later! They are not willing to ratify the mandate of the
people until then they will not bring about legislations and changes
to the outdated TCP Policy that is in place. In the meantime Goa will
be destroyed by this current Government!

is an embarrassment not only to yourself but your family too.

If and when you are ever able to produce a body of writing
that even resembles a book, we will congratulate you. But
until such time, take my advice - grow up, and get out more.

As usual the BJP expertise at twisting issues is in focus in karnataka. Instead 
of acting against the Bellary bros. for corruption and illegal mining, they 
embark upon questioning the role of the Governor of Karnataka, Bharadwaj . 
Illegal mining is a particular issue for them which is OK but they are more

My point was not to undermine Goan Catholics efforts for Goa. I am well
aware of our Contribution. My point was much deeper and was targeted at the
root cause:

With reference to some of your facts stated, do you not see any ironies
(Hypocrisy):
(1) Who bought the Konkan Railway; was it not a Catholic lead Government?
-And why are still voting for the same Catholic responsible for the same? Is
this not Hypocrisy?  Appears we want to have our cake and eat it too!!
(2) Are Catholic MLA's not the main culprits in supporting Mega-Projects and
destroying areas under their domain
-Why are Catholics still voting for these corrupt MLAs? And that to term
after term

Surely you will appreciate that we are just creating more trouble for
ourselves by first (in Hypocrisy) voting for the same Corrupt Catholic
Ministers time and time again.

I believe that before pointing fingers at others we need to be self-critical
of ourselves. If we can translate our values into reponsible action at the
Ballot Box; surely we can influence and play a very positive role towards
the cause of Saving Goa, Its  Land, Environment and its Identity. And Maybe
by doing that first, we can be a Good Example to others!!

BICHOLIM JULY 13: The famous waterfall at Harvalem - Sanquelim in
Bicholim taluka is neglected by the authorities and seem to become a
nightmare for the tourists.

The Harvalem waterfall which is one of the tourist spot in the state
is totally neglected by the government and the authorities. When this
correspondent visited the site there were very few tourists from
Hyderabad and Vasco who were present.

Close inspection at the site showed that the entire area from where
the waterfall could be seen was filled with mud. The steps had become
slippery and dangerous for the peole to walk. Some of the benches were
broken and in several places even the fences were falling apart posing
a great danger to the public.

"The waterfall was recently giving red water because of the mining
pollution and even now the entire silt of the mining is deposited at
the bottom of the waterfall." Navelim panch, Pandharinath Gawas told
Herald.

It may be recalled that some years back the entier surrounding of the
waterfall was beautified by the panchayat with some help from the
Mineral Foundation of Goa. There were new benches, flower beds and
hedges that attracted the tourists. But today the entire place has
become a mess.

Speaking on the occasion a tourist complained about the surroundings
of the waterfall. "Some years back when i came here this place was
beautiful but now it has totally lost its beauty."

BICHOLIM, JULY 13:
People from Morlem and Pelaodo in Keri Sattari, including 20 primary
students, have been facing a lot of hardship, as they have to risk
their lives while crossing a man-made wooden bridge.
The bridge, which is a link between Pelaodo Keri and Morlem, is being
used by about 20 primary students from Morlem everyday while
proceeding to the primary school located at Dhangarwada-Keri.
The bridge is dangerous for the children because it is made up of
small bamboos and there is no support to hold by the side. All the
children always risk their life while crossing the bridge under which
the current of the river is very fast.
“This is a usual affair during rainy season. Every year, the river
gets flooded and we have to build such temporary bridge for our
convenience,” Atmaram Morajkar from Pelaodo Keri told Herald.
“The locals collect the required material, including wood and coconut
trees, and make this bridge,” informed Morajkar.
In the absence of this bridge, people have to travel for about 5 kms
distance to go to the other village. This year, the locals have
constructed the bridge, but are still unsure till when it would last.
“The bridge is only temporary and is washed away during heavy rains,
even when the gates of the Keri dam are opened, the water rises and
our efforts are washed away,” said Morajkar.
“At times, the students have to miss the classes and the link between
the two villages is almost broken as the next link is another bridge,
which is about 5 kms away from the village,” he added.
The villagers have made several applications to the local panchayat
and also asked local MLA Pratapsingh Rane to solve the problem, but
all their pleas fell on deaf ears.
“We had given memorandum to the panchayat, but they are not interested
in the project and only provides Rs 1,000 for the construction of this
temporary bridge,” said Morajkar.
“If we ask the MLA, he refers us back to the panch members and tells
that it is their responsibility. They all are seen here only during

The clarification issued by the Office of NRI Commissioner Mr. Eduardo
Faleiro does not state which parts of my statement are false allegations. I
reiterate everything I have said in my note demanding that it was time NRI
Commissioner Mr. Eduardo Faleiro is grounded.

The Goa Government has spent a whopping Rs 3, 31, 47,262 (3 crores 31 lakhs
47 thousand 262 rupees) on NRI Commissioner Mr. Eduardo Faleiro and his
office from the date of his appointment on 23rd Feb 2006 to date.

While Rs 28, 93, 260 was squandered on foreign jaunts, the travelling within
India has cost the tax payer Rs 13,53,342.  The travelling within India
includes Mr. Eduardo Faleiro’s 19 trips to Delhi and 8 trips to Mumbai. Mr.
Eduardo Faleiro and his NRI cell is  unnecessarily splurging money left and
right on foreign  jaunts and other wasteful expenditure.

The massive amounts being spent on NRI Commissioner Mr. Eduardo Faleiro is a
criminal waste of public funds and only proves the lack of financial
accountability and transparency in the Goa State Administration.

While the Goa Government has no money to pay old age pension to thousands
whose applications are not being processed for lack of funds,  how do we
justify such wasteful expenditure?

Goans overseas would be the best to judge the performance of the NRI cell
headed by Mr. Eduardo Faleiro and whether its time he is sacked and the NRI
cell restructured by incorporating a combination of salient features of the
Kerala, Punjab and Gujarat NRI cells.

  It is really unfortunate to know of Goans, actively engaging is the large
scale of Goan Land to outsiders and the promotion for mega-projects; to
realise a life of luxury for themselves and their families. As a result of
their selfish actions, Goa and majority of the population have to bear the
brunt of various related negative fall-outs e.g. (1) Garbage/Sewerage issues
(2) Land/Water Contamination (3) Effect on basic water/electric supplies (3)
Changes in Demography & resultant effect on Identity (5) Scarce land
available for locals, (6) Increased Traffic and Car Exhaust
contamination etc. It is a well known fact that capitalism cannot be allowed
an in-discriminate spree; to affect the land & local populace negatively.
These in-discriminate land sales which benefits the lifestyles of a
privileged few, has to be stopped/restricted; these greedy individuals are
in the process of selling their state, values, identity for greed/personal
gains. To quote Mahatma Gandhi: ”There is enough for everyone's need but not
enough for everyone's greed."

priest to be) was determined to make the Konkan Railway
happen...and that many Goans find it convenient .and use it to
travel to Bombay and back.

I hope that Goans understand that post Dec 19, 1961 .every single
Indian citizen has the fundamental right to travel to Goa, seek a job
in Goa, reside in Goa and build a house and business in Goa. .etc
etc

Individuals like Arwin can do nothing about it except beat their
chests and  perhaps get some promises from politicians. You know what

BTW: As far as I see it, Goans are irrelevant in Goa. A major

The sooner the 'catholic' community of Goa owns the responsibility for the 
wayward (hypocritical) actions of it's own community members as  MLAs and 
Ministers [ the blessing of the  cabinet members at the Raj Bhavan by 
Ex-Archbishop Raul Gonsalves] of the Goa Government for long and for 
re-electing them and their kind over and over again , using it's massive 
clout,  the better it will be for GOA to retain it's fast disappearing 
IDENTITY and everything GOAN which is in  dire jeopardy.

Goa Crime Branch on Tuesday issued summons to National Students Union of
India (NSUI) state chief Sunil Kawathankar who had lodged a campaign
demanding shifting of drug nexus case from Crime Branch to Central agencies.

The summons merely says that Kawathankar should come to the police station
and did not mention any reasons.

"A Police Inspector from Crime Branch came to my office and served the
summons. I have been called to their office tomorrow (Wednesday)," NSUI Goa
unit president Sunil Kawthankar told PTI.

Kawthankar is leading a signature campaign demanding handing over of
policemen-drug peddler nexus case to central agencies like Central Bureau of
Investigation (CBI) or National Investigating Agency (NIA).

"Crime Branch is trying to suppress the campaign against them," Kawathankar
said.

NSUI, students union of Congress, had demanded arrest of DSP (Crime Branch)
Chandrakant Salgaonkar for failing to probe the policemen-drug peddler nexus
case properly.

The students had launched signature campaign across the state, Kawathankar
said adding that the signatures would be handed over to Rahul Gandhi in
Delhi.

"The signatures would be handed over to our leader Rahul Gandhi during
NSUI's national executive meeting," he said.

Swedish model Lucky Farmhouse had exposed drug peddler -policemen nexus in
Goa after she shot on spy cam the confession of her drug peddler boyfriend,
Yaniv Benaim alias Atala.

Ferryboat Accident Victim
 
This accident took place on Friday the  9th July 2010 at 8.15pm
while disembarking Ferryboat at Panjim Jetty.
 
According to the victim (Aged around 25).
As he has stepped out of the ferryboat ramp, and in order to give way to 
the oncoming crowd of commuters, he stopped for a moment,  the ferryboat’s 
heavy ramp suddenly came on to his feet/leg (Trapped) 
 throwing him on the ground in a pool of blood. 
Ferry boat quickly reversed.
 
Called 108 ambulance at around 8.30pm.  It arrived around 9pm 
but took another road accident victim (which occurred just before 9pm, 
on the road opp jetty) mistaking it was called for this one.

Waited till 9.45pm for another ambulance to take him to GMC.
Police also came at GMC to make report.
 
Numerous stitches plus laid some metal plates/bars.
Whole leg is injured and now using crutches as seen in the pic.
Spent 3 days in hospital
 
Can’t walk, can’t work, no money coming in.
Loss of Income (daily wages)
No compensation paid.
What more?
He just lost his mother some 7 days ago.

If and when you are ever able to produce a body of writing
that even resembles a book, we will congratulate you. But

post to other equally guilty spammers. The other spammers, since that 
discussion, has also been other members of "the 'catholic' community of Goa."

I would most appreciate if you and others could cooperate, instead of writing

Govt joins rush to make money from ore reject

PANAJI: Almost 1,000 million tons of very low grade iron ore in the form 
of reject-dumps lying neglected for decades in Goa's mining belt have 
suddenly attracted interest of miners and the government alike.


With the boom in the China market for low grade ore, people are now 
claiming the dumps intending to export the ore. The government, too, 
wants to cash in on the boom and is seeking to establish clear ownership 
of the dumps so that royalty can be levied.


Prior to August 2009, royalty on low grade ore with iron content below 
62% was about Rs 8 per ton, sources said, adding that it's today Rs 
150-160. As a result, the government's annual collection, which used to 
be around Rs 30 crore, shot up to Rs 300 crore in 2009-10. It is also 
the first time in Goa's mining history that the state has earned such 
high revenues. Director for mines Arvind Lolienkar recently projected 
next year's royalty at Rs 350 crore.


While that is the estimate from the exports of regular ore, royalty from 
the 1,000 million tons of hitherto neglected rejects will swell the 
state's kitty further. Official sources said that for the last three to 
four decades, Goa's cut-off grade for ore was 58% iron content. Anything 
below that used to be thrown out. With the boom in the China market, 
even ore with 45% iron has a market.


Miners were given a limited area of 100 hectares. Since they operate 
open cast mines, they do not have enough space to dump rejects and many 
discarded it outside their lease areas. Some of the dumps are in private 
properties, some have encroached on government land and there are many 
whose ownership is unclear. Since there is a market for this kind of 
ore, some people are now stealing from these dumps.


The government now wants royalty from this ore and has served notices to 
all who have claimed such dumps though the ownership is unclear. They 
have to file their claims before the mining department and the 
government will then take a decision, sources said.

The Oriya migrants want to build a Jagannath temple in Goa.
Legally they cannot be prevented so long as they buy their
own land, comply with all the regulations (i.e. bribe the ministers),
and fund their own construction.

But now word is that they have gone to Digu with a begging 
bowl asking for a grant from the Goa govt to build the temple.
Like all good Indians, they know how to ask and suck somebody
else's resources, resources they did not help build or pay for.

The money of the Goan taxpayer should not go to fund new
temples, churches, or mosques.

There is a side issue, too: Goa is the last place in India where
the temples - our Goan Hindu temples - have retained a sense
of spiritual integrity (this, despite all the degradation, and the
rotters in the temple committees).  Many of our temple spaces 
still afford a relatively clean atmosphere of calm and beauty, and 
you are not harassed by the temple priests.  I do not wish that
the Oriyas, Biharis, UPwallahs and other riffraff transplant their
temple squalor to Goa.

BICHOLIM JULY 13: The famous waterfall at Harvalem - Sanquelim in
Bicholim taluka is neglected by the authorities and seem to become a
nightmare for the tourists.

The Harvalem waterfall which is one of the tourist spot in the state
is totally neglected by the government and the authorities. When this
correspondent visited the site there were very few tourists from
Hyderabad and Vasco who were present.

Close inspection at the site showed that the entire area from where
the waterfall could be seen was filled with mud. The steps had become
slippery and dangerous for the peole to walk. Some of the benches were
broken and in several places even the fences were falling apart posing
a great danger to the public.

"The waterfall was recently giving red water because of the mining
pollution and even now the entire silt of the mining is deposited at
the bottom of the waterfall." Navelim panch, Pandharinath Gawas told
Herald.

It may be recalled that some years back the entier surrounding of the
waterfall was beautified by the panchayat with some help from the
Mineral Foundation of Goa. There were new benches, flower beds and
hedges that attracted the tourists. But today the entire place has
become a mess.

Speaking on the occasion a tourist complained about the surroundings
of the waterfall. "Some years back when i came here this place was
beautiful but now it has totally lost its beauty."
