Update to comunity about challenges on NomCom selection
Hello, For full transparency about the NomCom voting member selection process, I am sending this email. During the challenge period, some community members raised objections about Kiran Makhijani's status as an independent volunteer. Martin and I received a satisfactory explanation regarding Kiran's independent status, and according to the RFC 9389 eligibility requirements, she qualifies to serve on the NomCom 2024 as voting member. There is a possible question: when can a volunteer be considered independent? Is a grace period needed between their last employer and achieving independent status? If the community wants to discuss such an amendment to RFC 9389, I welcome it. However, I would decline applying those changes to the current NomCom 2024. Here is the list of positions that NomCom has been asked to fill. IETF LLC Board (three-year term): 1 position Jonathan Livingwood is term limited, can’t be reelected and a new nominee is needed. IETF Trust (three-year term): 1 position Kathleen Moriarty has served two terms There is no clear guidance on term limits for IETF Trust in rfc8714 Section 2. The draft-leiba-term-limit-guidance-00.html is an initial document that is trying to provide guidance on term limits, so community input is appreciated. Per RFC 8713 NomCom can consider length of service when evaluating an incumbent, and will take the number of terms into the account. IAB (two-year term): 6 positions following people are for renewal Dhruv Dhody, Huawei Wes Hardaker, USC/ISI Suresh Krishnan, Cisco Alvaro Retana, Futurewei David Schinazi, Google Christopher Wood, Apple IESG (two year term): 8 positions Applications and Real Time (ART) AD: 1 position Internet (INT) AD: 1 position Operations and Management (OPS) AD: 1 position (OPS AD) Routing (RTG) AD: 2 position Security (SEC) AD: 1 position WIT AD (one year term) and (two year term): 2 positions At the moment, with exception of Jonathan Livingwood, I have not been informed if any of the existing people in mentioned leadership positions will seek reelection or not for the positions being filled. NomCom 2023 Final Announcement of Eligible Volunteers
This is the announcement of the final set of volunteers for the 2024-2025 nomcom voting member pool selection. Selection from this list will occur once the random seeds are available, on July 6th. As per RFC 8713, challenges to this list can be made, with the following additional constraints: 1. Someone who is listed but ineligible will simply be noted as ineligible. Then if they are selected, another draw will be made and the next volunteer will be selected instead. Please make these challenges early. 2. Someone who is NOT listed, but who believes they have volunteered and are eligible, please let me know before Friday 2024-07-05. If I receive a valid challenge regarding a missing volunteer after the first random seeds become available, that will delay the process because new random seeds will be need to be selected. Note that there was an error in the interface between the IETF registration system and the datatracker that resulted in incorrectly marking people as a volunteer for the 2024 NomCom. That error was corrected, and the fix was deployed on 4 June. We've removed the incorrect volunteer records on June 5th and new volunteer list was created. Finally, thank you to everyone who volunteered. This is an important responsibility and we appreciate all these people being willing to serve our community in this way. The IETF tools development team identified an error in the interface between the IETF registration system and the datatracker that mistakenly marked people as volunteers for the 2024 NomCom. (Please note that volunteering via the registration system is not offered for IETF 120 registration.) This error was corrected, and the fix was deployed on June 4. The correction for the bug can be viewed at https://github.com/ietf-tools/datatracker/pull/7484. We have removed the incorrect volunteer records as of June 5. However, this has led to a severely reduced number of eligible volunteers (below 90). Please review your status and consider volunteering for NomCom 2024-2025. NomCom 2023 Extending Nomination Period for ART AD
Hi Everyone, The NomCom is extending the nominations period for ART AD to 2023-10-31. We are close to the deadline for nominations for other positions and have a number of nominees for each. Though more would be welcome, we also need to announce nominees and seek feedback from the community. The NomCom does not currently have enough nominees to fill the two open ART AD position. We have received a reasonable number of nominations, but an insufficient number of people have accepted. There are two positions open in ART, with the reorganization that will occur at IETF 119 (March 2024) [1]. One of these terms will be a single year, the other is a more typical two-year term. NomCom 2023 Clarification on IETF Nomination Deadline
All, Several people have noted an inconsistency in nomination deadlines in recent emails. For the IETF chair, the deadline is 2023-10-31. For all other open positions, the deadline is 2023-10-12. The NomCom will announce nominees after the respective deadlines pass, after which we will request feedback. Ideally, we'd be announcing nominees at the same time, but we're giving IETF chair nominees a little longer to work out whether they will accept, given the shorter notice period for that position and the magnitude of what they are being asked to accept. NomCom 2023 Extension of Nomination Period to 2023-10-12
All, The IESG has indicated that they are amending their request to the NomCom [1]. After clarification, the IESG have confirmed that Francesca Palombini will be moving to the new WIT group. Consequently, the TSV Area Director position that was previously open has been closed. Nominees who are affected by this change have been informed. The other change of consequence is that one of the two open ART Area Director positions is reduced to term of one year. Anyone who were concerned about the commitment of two years now has a rare great opportunity to gain the benefits of having been appointed to the IESG. With the churn here, both this reorganization and the opening of the IETF Chair position, we find ourselves needing more time. We have a number of nominees, but too few of those people have accepted; there are quite a number who have not yet made a decision. The NomCom will now finalize the set of nominees on 2023-10-12 (any time on earth). We have a special need for people to accept nominations for ART Area Director and IETF Chair. NomCom 2023 Mid-Term Vacancy Eligibility Clarifications and Questions
All, A question has been raised privately about who might be considered an eligible nominee for the IETF chair position. Unfortunately, RFC 8713 does not deal with this question well when it comes to a mid-term vacancy. I will offer my own interpretation on each, which is based strictly on a reading of RFC 8713. My reading is that the current situation does not make a process variation absolutely necessary. However, if the community would like to propose that the NomCom follow a revised process – perhaps because that will result in more good nominees – the committee exists to serve the best interests of the community. The NomCom will follow the advice of the community. I cannot say at this point whether these questions are academic or not, but I believe that they are worth clarifying either way. 1. As both the 2022 NomCom and the 2023 NomCom are still active, which members – if any – are eligible to be considered for a position that is vacated unexpectedly? The relevant text is in Section 5.11 of RFC 8713: > NomCom members are not eligible to be considered for filling any open > position by the NomCom on which they serve. They become ineligible as soon as > the term of the NomCom on which they serve officially begins. They remain > ineligible for the duration of that NomCom's term. > > Although each NomCom's term overlaps with the following NomCom's term, NomCom > members are eligible for nomination by the following committee if not > otherwise disqualified. This seems clear to me. Only members of the NomCom responsible for filling a position are ineligible. 2. Are liaisons considered to be members by this definition? Given the imprecise language in the rest of the document, it is not possible to be completely confident. For instance, Section 4.7, which deals with liaisons specifically, does not use the word “member” at all. My conclusion that a liaison is a member therefore depends on inference. There are many places in RFC 8713 where the word “member” is used to refer to the NomCom as a whole (3.6, 4.3, 4.17, 5.1, 5.7, 5.8, 5.9, …). I also note that the RFC is typically careful in using “voting member” or similar to distinguish those who are drawn from the community at random. 3. Are advisors considered to be members? My interpretation is that advisors are not members. Note that the chair of the previous NomCom is strictly defined as an advisor. Consequently, they are not ineligible by a strict interpretation of the RFC. However, I would suggest that it would be a very bad idea to consider a previous NomCom chair as being eligible for any position. 4. Can a member resign from the NomCom and therefore become eligible? Section 5.11 seems pretty clear on this point. A member becomes ineligible instantaneously at the point that the NomCom members are announced, which is the point at which the NomCom term starts. That ineligibility applies to any position that their NomCom is responsible for, whether or not they continue to serve in that NomCom. 5. Is this fair? No. Consider Section 4.13, which says: > The list of open positions is published with the solicitation to facilitate > community members choosing between volunteering for an open position and > volunteering for the NomCom. Clearly, the intent is to ensure that people who might consider a leadership position are given the best opportunity to make themselves eligible. That is not possible for a mid-term vacancy. 6. Can/should we revise these rules? I have no opinion on this question, but will abide by the consensus of the community. If anyone wishes to propose a revision to the process for this cycle, I will ask the IESG to judge consensus regarding any proposal. The NomCom will then follow any agreed process. If you intend to propose a process amendment, please do so as soon as possible, to minimise any delays. 7. What considerations might apply to rule changes? Controlling access to confidential information about the NomCom, their deliberations, and nominees is probably the most difficult component of this process. Members have full access to this information, which might influence their ability to effectively campaign for an open position. Advisors – especially the chair from the preceding year – might also be in a position to access this information. The way that the datatracker system is built, each NomCom has a single key pair, which controls access to most of the confidential information that is stored. The public key can be changed, causing new information to be stored against the new key. If keys change in this way, then people accessing confidential information need to juggle multiple keys. NomCom 2023 IETF Chair/GEN AD Term Reset Proposal
All, In discussions of the process for replacing Lars as IETF chair, it was observed that the IETF chair role is exceptional. With the vacancy coming at the March IETF, it is possible that the term could be reset. According to Section 3.5 of RFC 8713, when filling a vacancy of precisely one year, the new term is a single year. Though this does not apply in this case, a vacancy that occurs after the meeting results in a term that is almost three years. For other positions, it is necessary to ensure that the usual cadence of replacements remains synchronised with other appointments to the same position. The IETF chair has no such need. In requesting that the NomCom fill this vacancy, the IESG have expressed a preference for a two year term. However, this would deviate from the documented process. The question therefore: Should the cycle of appointments for IETF chair (GEN AD) be reset? If the term is reset in 2024, someone selected for IETF chair would have a two year term. Subsequent IETF chairs would then be selected for 2026 and subsequent even-numbered years thereafter, or until a similar reset occurs. The NomCom would like to solicit community feedback on this suggestion. Input on this process is welcome over the next month at ietf-nom...@ietf.org, ending on 2023-10-20. As the responsible body for RFC 8713, the IESG will be responsible for judging consensus and whether this process variation is acceptable to the community. NomCom 2023 Process for IETF Chair/GEN AD Replacement
All, As you have seen [1], Lars has just indicated that he is not able to continue as IETF chair. I’d like to thank Lars for his service in this difficult and important role. However, the fact that Lars has given plenty of notice, while very much appreciated, creates something of a problem. There are some rather large holes in the mid-term vacancy rules in RFC 8713. After consultation with a number of community members, I have concluded that the 2023-2024 NomCom should take responsibility for filling this vacancy, running in parallel with their regularly scheduled work. A longer document describing the procedural problem, the decisions necessary in this circumstance, and supporting rationale for each is included at the bottom of this email. To be clear, this process does not have strong support in our existing process documents. However, there is a need to fill the position. The 2023-2024 NomCom will start the process of asking for nominations for the position. Because this is something of a significant variation from the usual process, there will be a period of community feedback. Input on this process is welcome over the next month at ietf-nom...@ietf.org, ending on 2023-10-20. As the responsible body for RFC 8713, the IESG will be responsible for judging consensus and whether this process variation is acceptable to the community. If the community does not reach consensus, the NomCom will abort their process and another process will need to be developed. NomCom 2023 Update on Volunteers
A few minor things have come up since the list was announced. Gunter van de Velde has withdrawn. I will leave Gunter in the list, but immediately select a replacement if he is selected. The same applies to those who might be ineligible, such as the two that were added late, whose status is still unknown to me. If any others choose to withdraw, given the imminence of the first lottery draw, I will have to treat that as declining to serve instead. On affiliations, as in the past, subsidiaries are regarded as the same affiliation as their parent company. There are also a number of people who have unclear affiliation such that it might be difficult to easily (a blank field, "independent", or similar). In all cases that are unambiguous, I will disqualify a selection as necessary and immediately select the next volunteer. If affiliations are ambiguous, such that I need to make an inquiry, I will regard that person as having been selected and not replace them immediately. If the inquiry results in disqualification, their replacement will be selected using the process outlined in earlier mails, as if the disqualification were due to the person declining. As always, if you believe an error was made, decisions can be challenged. Any challenges will be announced and a redraw will occur with newly chosen random seeds. NomCom 2023 Final Announcement of Eligible Volunteers
This is the announcement of the final set of volunteers for the 2023-2024 volunteers. Selection from this list will occur once the random seeds are available, very shortly. As per RFC 8713, challenges to this list can be made, with the following additional constraints: 1. Someone who is listed but ineligible will simply be noted as ineligible. Then if they are selected, another draw will be made and the next volunteer will be selected instead. Please make these challenges early, but there 2. Someone who is NOT listed, but who believes they have volunteered and are eligible, please let me know before Friday 2023-07-07. If I receive a valid challenge regarding a missing volunteer after the first random seeds become available, that will delay the process because new random seeds will be need to be selected. Note that there were technical issues this year with the system. People who volunteered through the IETF meeting registration were not initially added to the list of volunteers. The lists have been merged manually. Two people were added very late (these are marked with a *) and I have been unable to confirm whether they registered before the deadline; if they were not, then they will be skipped. NomCom 2022-2023 Call for Nominations
The IETF Nomination Committee (NomCom) for 2022-2023 is seeking nominations from now until October 24. The list of open positions can be found at the NomCom home page: https://datatracker.ietf.org/nomcom/2022/ This also includes the list of those incumbents who have said they are seeking to be renominated. The "Candidate phone" is optional. If you do not click the "Share nominator name" box at the top of the page, then your nomination will be confidential and the nominee will not be told who you are. Next steps after objection resolution
I have been unable to establish regular contact with Jon Hudson. I have made numerous attempts, even a public plea on Twitter[1]. We exchanged one actual mail message, and two from me have had no reply over nearly four days. After consulting with my five prior predecessors, all who replied support my decision: I have concluded that I have to replace him. After seeing Andrew's decision, I am going to do what my predecessors did, and pick the next person from the random list. Registration/volunteer gap
When you register for the IETF, you can check a box that says "I want to volunteer for NomCom" The secretariat provides a list to the tools team, who uploads the list and checks their eligibility to be a volunteer. This year, the list was uploaded on July 8. The final list was posted on July 25. This meant that people who registered after July 8 and checked the box could have been omitted from the volunteer list. I believe that this was not a problem before because previous NomCom schedules happened earlier, but did not verify. With the great help of Robert Sparks of the tools team, and Ryan Cross of the secretariat, I can report statistics about this year. There were 51 people who registered between those dates. Twenty-two of them were already on the volunteer list, and one I know was ineligible. That leaves 28 potential volunteers who did not got their eligibility checked and possibly added. A manual run of those people through the filters shows that about seven potential volunteers would have qualified. We say "about" because the scan didn't check for other disqualifications, like Board memberships. As a reminder, the final volunteer list had 265 people (some of which were ineligible; had they been picked, we would have gone to the next candidate). A fix is in the works so that next year there will be no gap between registration before the deadline and being added to the volunteer list if you qualify. Corrected announcement of NomCom members
This is the corrected annoncement of the NomCom members for this cycle. The list is taken from my posting on July 25, available at https://datatracker.ietf.org/nomcom/ann/504888/. Those names were cut and pasted into a document and the RFC 3797 algorithm was run to choose the names. The results were verified by multiple parties, but anyone should be able to perform their own verification. On affiliations
This year I will be following the same principal that last year's NomCom Chair announced in email at https://mailarchive.ietf.org/arch/msg/ietf-announce/QCotMyJFDYRcx8IBahE8aGBK_pI/. For the purposes of counting affiliations (RFC 8713 says no more than two from the same affiliation), all subsidiaries will be treated the same as the parent company. Without commenting on any of the current volunteers, let me give some examples: Chrome, Jigsaw, Google are all Alpha; Linode is the same as Akamai; Futurewei is the same as Hauwei; and so on. Like Gabe last year, I believe this is the most fair thing to do, and most in the spirit of RFC 8713. Seeking volunteers for NomCom
The IETF NomCom appoints people to fill the open slots on the IETF LLC, IETF Trust, the IAB, and the IESG. Ten voting members for the NomCom are selected in a verifiably random way from a pool of volunteers. The more volunteers, the better chance we have of choosing a random yet representative cross section of the IETF population. To volunteer click on this link: ttps://datatracker.ietf.org/nomcom/volunteer Note that if you are selected for NomCom you are ineligble to be a candidate for any position. The primary activity for this NomCom will begin in shortly after IETF 114 in July 2021 and should be completed by January 2022. The NomCom will have regularly scheduled conference calls to ensure progress. There will be activities to collect requirements from the community, review candidate responses, review feedback from community members about candidates, and talk to candidates. The details of the operation of the NomCom can be found in RFC 8713. RFC 3797 details the selection algorithm. Note that the IESG has already decided to repeat the experiment detailed in RFC 8989 for this cycle. That is, in addition to the traditional "Path 1" of eligibility (three out of the last five meetings), there are two other ways to become eligible: Path 2. WG chair or Secretary within the past three years Path 3. Author of Editor (as listed on the front page) of two IETF stream RFC's within the past five years. An approved draft in the RFC Editor queue counts as an RFC. Last year, there were no NomCom members from Path 2 or Path 3. If you qualify under those criteria, please consider volunteering. The list of positions will be announced soon, well before the NomCom is chosen, so you can "back out" if you need to. Statement on Affiliation and Voting Members
There has been much discussion about what the policy is when next week's random selection is performed and we are applying the limit of maximum 2 voting members per primary affiliation (per RFC8713). I will not judge whether different subsidiaries are internally independent or not. For the purposes of voting member affiliations I will err on the side of caution. So, for example, I would count Loon (well, if it was still active) and Google as part of Alpha, the different parts of Cisco as under that umbrella and Futurewei and Huawei as the same. Similarly, we have been equally careful with other volunteers whom we have had to disqualify because their employers appear on the list of contractors to the LLC (another reason for disqualification per RFC8713). Some of these individuals are not involved in any particular contracts with the LLC, but per the above considerations we must be extra careful and have had to unfortunately invalidate them. When it comes to issues of affiliation we must be consistent with this position. Not doing so would be careless and would not be fair to others we have already disqualified. NomCom needs your feedback!
Hi IETF, NomCom is considering nominees for AD positions, IETF Chair, IAB, LLC Board, and IETF Trust. We need more input from the community both on specific nominees and on over-arching topics regarding what the community wants from these specific groups and wants from its leadership in general. We need *your* input. ** Deadline for community feedback is Friday November 20. ** We've paid attention to discussions on the ietf list. Issues raised there have been brought up in interviews. We've also asked questions of nominees based on feedback received, and based on the "Topics" that people said were important. We're listening to you. But most of the input to date has come from a few consistently vocal people. We need to hear from more of you. I scheduled our office hours during the 2 weeks before next week's IETF, because IETF week is so busy. We have one more left (18:00-19:00 UTC November 11). No-one but NomCom members showed up for our first 3. ☹ If there is demand for more office hours, I'll schedule them; but this really doesn't seem to be the preferred format for input. NomCom Requesting Topic Input and Feedback
Hi IETFers, NomCom has entered a "quiet" week where nominations are now closed and feedback on nominees hasn't started (the nominees have through October 13 to accept nominations and provide questionnaire responses; NomCom opens up for nominee feedback on Oct 14). But "quiet" is boring. So I'd like to use this opportunity to encourage input on "Topics". We've received input and feedback on some broader IETF issues from some people. To get a better sense of where the community stands on these Topics (and to know if there are other Topics we should think about when interviewing nominees and selecting candidates), we need more community input. These Topics are intended to help provide NomCom with guidance and prioritization on what values and competencies the community would like to see represented in both the individual and the holistic composition of its leadership. NomCom 2020: Second Call for nominations
Hi IETF, It's been brought to my attention that my formal NomCom announcements are boring and few people read them. I blame my predecessor NomCom chairs, whom I have freely plagiarized. To try something new, I've created this email all by myself. This is my 2nd email asking for nominations for IESG, IAB, LLC, and IETF Trust positions. I won't repeat all the things said in the first call. While the listed Ops AD and Chair nominees are decidedly wonderful people, it's very difficult for NomCom to have heated argument and debate under such conditions. A complete absence of nominees is even more challenging. Please help us rectify this situation. Below is a list of people currently in the open positions, with an asterisk next to the names of people who have stated they will not run for that position this year. You'll note there are several people without an asterisk but not on the list of people who have accepted a nomination. That's ok. For now. Since we're all experts at quantum computing (right?), we should have no problem with this. This state of principled uncertainty *will* end by the October 13 deadline, when all who wish to be considered MUST have provided acceptance and a questionnaire response. NomCom 2020: Call for nominations
The 2020-21 IETF Nominating Committee (NomCom) is seeking nominations from now until October 6, 2020. The open positions being considered by this year's NomCom can be found at the end of this email and also on this year's NomCom website: https://datatracker.ietf.org/nomcom/2020/ Nominations may be made by selecting the Nominate link at the top of the NomCom 2020 home page, or by visiting the following URL: https://datatracker.ietf.org/nomcom/2020/nominate/ Note: Nominations made using the web tool require an ietf.org datatracker account. You can create a datatracker ietf.org account if you don't have one already by visiting the following URL: https://datatracker.ietf.org/accounts/create/ If you are unable to use the web form, nominations may instead be made by email to nomcom-20 at ietf dot org. If using email, please include the word "Nominate" in the Subject and indicate in the email who is being nominated, their email address (to confirm acceptance of the nomination), and the position for which you are making the nomination. Willing nominees will be asked to fill out a questionnaire specific to the position for which they are nominated. The questionnaires will be available no later than September 1, 2020 and have a submission deadline of October 13, 2019. Most are already posted. NomCom 2020-21 will follow the policy for "Open Disclosure of Willing Nominees" described in BCP 10/RFC 8713: "The list of nominees willing to be considered for positions under review in the current NomCom cycle is not confidential". Willing nominees for each position will be listed in a publicly accessible way, e.g., anyone with a datatracker account may access the lists. Additionally, the nomination form asks if we may share your own name with the nominee. In all other ways, the confidentiality requirements of BCP 10 remain in effect. All feedback and all NomCom deliberations will remain confidential and will not be disclosed. There is a field on the form you can mark in order to allow the NomCom to tell the nominee that you were the one who made the nomination. This defaults to “no” - so if you don't mark the field we won’t tell. In order to ensure time to collect sufficient community feedback about each of the willing nominees, nominations must be received by the NomCom on or before October 6, 2020. Please submit your nominations as early as possible for the sake of your nominees. Note that nominations should not wait for management permission, as it is easier to decline the nomination than put one in late. The NomCom appoints individuals to fill open slots on the IAB, IESG, the IETF Trust and the LLC Board. Updated List of volunteers for the 2020-2021 NomCom
This list has been updated by removing names of "107" people who did not reply to me that they were still interested, some people who explicitly asked to be removed, and adding 1 person who volunteered via the 108 checkbox and *is* eligible according to the nomcom.py tool (after accounting for the fact he registered in 108 with different spelling of his name and different email address). In addition, affiliation has been added to all names from the IETF 107 list of volunteers. The list contains 143 people. All have been checked by me against the nomcom.py tool. List of volunteers for the 2020-2021 NomCom
This is a preliminary list of qualified volunteers for NomCom 2020-2021. Because I only received the volunteer list from IETF 108 a few days ago and told people today whether https://www.ietf.org/registration/nomcom.py considered them eligible, it's possible some of those who appeared ineligible may choose to fix errors in prior registrations and become eligible. If that happens, I will add them to the next iteration of this list and note their addition. I also did get a list from IETF 107. I've asked people from IETF 107 registrations who passed the attendance eligibility test to explicitly let me know if they're still interested in volunteering. But since I need to get on with this process, I'm including them in this preliminary list and will delete them in the next iteration if they ask to be removed. I've noted them with "(107)" next to them. I'll also need to get an affiliation from some of these. I did not send email to IETF 107 volunteers who did not pass the attendance eligibility check. There were too many of those. The list contains 160 members, all of whom have been verified by me (and not yet officially by the Secretariat) as qualified for the position of voting member of NomCom by virtue of having attended 3 of IETF 102-106 meetings, and none of whom are known to me to be a member of any body that the NomCom will be selecting people for. Nomcom 2020-2021 Final Call For Volunteers
Hi IETFers, We're down to the last week of accepting NomCom volunteers. And I need more! Lots more! I have 64. I'd really like to get another 100 names. Hopefully, some of you are checking the volunteer box on IETF 108 registration. But I don't have anything from canceled IETF 107 registration, and the NomCom question wasn't asked on IETF 106. So I need a flood of volunteers to come in over the next week. Barbara = The IETF NomCom appoints people to fill the open slots on the LLC, IETF Trust, the IAB, and the IESG. Ten voting members for the NomCom are selected in a verifiably random way from a pool of volunteers. The more volunteers, the better chance we have of choosing a random yet representative cross section of the IETF population. The details of the operation of the NomCom can be found in BCP 10 (RFC 8713). RFC 3797 details the selection algorithm. Special for this year (and only this year), we also have RFC 8788 (one-off update to RFC 8713 / BCP 10) to tell us who is eligible to volunteer: Members of the IETF community must have attended at least three of the last five in-person IETF meetings in order to volunteer. The five meetings are the five most recent in-person meetings that ended prior to the date on which the solicitation for NomCom volunteers was submitted for distribution to the IETF community. Because no IETF 107 in-person meeting was held, for the 2020-2021 Nominating Committee those five meetings are IETFs 102 [Montreal, Canada; July 2018], 103 [Bangkok, Thailand; November 2018], 104 [Prague, Czech Republic; March 2019], 105 [Montreal, Canada; July 2019], and 106 [Singapore; November 2019]. Keep in mind that eligibility is based on in-person attendance at the five listed meetings. You can check your eligibility at: https://www.ietf.org/registration/nomcom.py. If you qualify, please volunteer. Before you decide to volunteer, please remember that anyone appointed to this NomCom will not be considered as a candidate for any of the positions that the 2020 - 2021 NomCom is responsible for filling. People commonly volunteer by ticking the box on IETF registration forms. The IETF 106 form did not ask whether people were willing to volunteer. IETF 107 did ask, but all those registrations were canceled. I have asked the Secretariat if it is possible to get the list if volunteers from canceled IETF 107 registrations. If that list is available, I will contact all who are verified as eligible. There will be activities to collect requirements from the community, review candidate questionnaires, review feedback from community members about candidates, and talk to candidates. While being a NomCom member does require some time commitment it is also a very rewarding experience. As a member of the NomCom it is very important that you be willing and able to attend either videoconference or in-person meetings (which may not happen) during 14-20 November (IETF 109 - Bangkok) to conduct interviews. Videoconference attendance will be supported whether or not there are in-person meetings. Orientation and setting of the NomCom schedule will be done by videoconference during the week 20-24 July (exact time and date to be determined after NomCom membership is finalized on July 12), the week prior to IETF 108. Being at IETF 110 (Prague) is not essential. I wanted to mention a few updates from the previous email (sent 2 weeks ago): - I've fixed the URL at the bottom of the email to point to https://datatracker.ietf.org/nomcom/2020/ instead of /2019/. This was a test to see if anyone was paying attention. Apparently, some people were. ;) - The IETF 108 registration form includes a checkbox that will let you volunteer. You can use this instead of emailing me, when you register for IETF 108. - I currently have 39 volunteers. Last year had 149. I need more volunteers! - The IETF NomCom appoints people to fill the open slots on the LLC, IETF Trust, the IAB, and the IESG. Ten voting members for the NomCom are selected in a verifiably random way from a pool of volunteers. The more volunteers, the better chance we have of choosing a random yet representative cross section of the IETF population. The details of the operation of the NomCom can be found in BCP 10 (RFC 8713). RFC 3797 details the selection algorithm. Special for this year (and only this year), we also have RFC 8788 (one-off update to RFC 8713 / BCP 10) to tell us who is eligible to volunteer: Members of the IETF community must have attended at least three of the last five in-person IETF meetings in order to volunteer. The five meetings are the five most recent in-person meetings that ended prior to the date on which the solicitation for NomCom volunteers was submitted for distribution to the IETF community. Because no IETF 107 in-person meeting was held, for the 2020-2021 Nominating Committee those five meetings are IETFs 102 [Montreal, Canada; July 2018], 103 [Bangkok, Thailand; November 2018], 104 [Prague, Czech Republic; March 2019], 105 [Montreal, Canada; July 2019], and 106 [Singapore; November 2019]. Keep in mind that eligibility is based on in-person attendance at the five listed meetings. You can check your eligibility at: https://www.ietf.org/registration/nomcom.py. If you qualify, please volunteer. Before you decide to volunteer, please remember that anyone appointed to this NomCom will not be considered as a candidate for any of the positions that the 2020 - 2021 NomCom is responsible for filling. People commonly volunteer by ticking the box on IETF registration forms. The IETF 106 form did not ask whether people were willing to volunteer. IETF 107 did ask, but all those registrations were canceled. I have asked the Secretariat if it is possible to get the list if volunteers from canceled IETF 107 registrations. If that list is available, I will contact all who are verified as eligible.
