I did the same as Bob, went on street view in the location suggested (why are there two Water and Front streets on opposite sides of the river!) and the image had a very faint outline of the Empire State building, exactly as the referenced image did: I suspect it was enhanced in PS. Further back gets the buildings in the right perspective, but the camera car shifted to the side so you can't see it in the street view. Plug these numbers into Google Maps search bar: 40.702820, -73.989601 & access street view. DUMBO means Down Under the Manhattan Bridge Overpass. I found that out using TinEye to search and see if I could find the original of the image. It doesn't look like the sun is setting in the north to me. It looks like the sun has set in the north-west (as it would during the summer at that latitude) and the glow from the sky is illuminating the bridge & the Empire State Building. From the beginning of Spring through the first day of Fall, the sun will appear to set north of due west (between 270 deg & 302.5 deg).
