An update to these files was published the the CSV files on Tuesday, Sept. 5.

CSV files such as this google geo targets download file, which surrounds
values with double quotes and includes literal double-quotes in the values
need to escapes these literal double quote
The latest version of the Geo Targets Download csv file
(https://developers.google.com/static/google-ads/api/data/geo/geotargets-2023-08-21.csv.zip)
contains a new entry for Athens International Airport "Eleftherios
Venizelos" which contains double quotation marks around "Eleftherios
Venizelos
