Remove section for 9.0 solr/CHANGES

Currently when looking at the "Other Changes" section in the CHANGES entry for 9.0 most of the items are removal of features For 9.0 should we have a special "Feature Removal" section within the CHANGES file ? We could add Autoscaling / CDCR / DIH / ANT etc to that secttion
